Actual availability depends on the data held, your registry position and the type of request. The municipality remains responsible for procedures requiring an assessment: always check the outcome in the portal and any messages from the competent office.

ANPR at a glance
One portal provides several services, but each document has its own purpose, requirements and timing.
ANPR allows you to view certain personal information and start registry services without having to find the municipality’s website each time. However, not everything shown in your profile is a certificate, and not every procedure is completed automatically.
Before starting, clarify who must receive the document and for what purpose. The answer determines whether you need a registry record, self-certification or certificate, whether stamp duty may apply and which language is required.
The safest process is to sign in through the official domain, check the information, choose the correct service, read the summary and cost, download the final PDF and keep it without altering it.
Registry record
Used to check the information held in ANPR; it is not a certificate to submit.
Self-certification
A declaration signed by the person concerned, mainly for dealings with public authorities.
Certificate
An official document with a validity period, recipient and possible stamp-duty regime.
Municipal procedure
Corrections, residence changes and extracts may require assessment and additional documents.

What ANPR is and who decides
The database is national; responsibility for records and procedures remains divided between the Ministry and municipalities.
The National Resident Population Register brings together the registry information managed by municipalities and provides standardized digital services. It also includes the records of Italian citizens registered with AIRE.
The Italian Ministry of the Interior manages the national platform. The competent municipality records and updates information, checks declarations and decides requests that require an assessment.
A service may therefore be visible in the portal but still require action by the municipality, or it may be unavailable when the necessary information is not yet held or cannot be certified.

Viewing and checking registry information
The registry record helps identify errors before starting a procedure, but it does not replace a certificate.
The registry record shows the information held in your personal file and, when available, information about your household or electoral position. Use it to check personal details, registered residence and relationships before requesting a document.
If you find an error, do not alter the PDF or try to compensate for it in a later application. Identify the incorrect information and use the correction service or the channel specified by the municipality.
A printout or screenshot of the registry record does not acquire the legal status of a certificate. The recipient may reject it if an official document was requested.

Available registry certificates
The portal offers only certificates compatible with the selected person’s position and the information that can be certified.
For a person resident in Italy, the catalogue may include fourteen types. They cannot always all be selected: the portal checks the available information, and the municipality may indicate that particular information cannot be certified online.
The certificate’s exact name matters. For example, residence, household, household with family relationships and civil-status certificates prove different information and are not interchangeable.

A request becomes final only after the summary, any required payment and generation of the valid PDF.
Recommended process
Choose the person
Select yourself or, when permitted, a living member of your registry household.
Choose the certificate
Read the full name and check that it contains the information requested by the recipient.
State the intended use
Select stamp duty or an exemption reason only on the basis of the real use and the instructions you received.
Check the preview
Use it to check the information; the preview has no legal value and does not replace the final PDF.
Complete and download
Make any required payment, wait for the result and save the document with its QR code and electronic seal.
If the process is interrupted
- Do not immediately repeat a payment without checking its outcome.
- Open “Your requests” to check an application or resume a payment.
- Keep the identifier, date, amount and receipt from the channel used.
- If the certificate does not appear, check messages and status before contacting support.

There is no single cost for every document: it depends on the type and the declared intended use.

Before signing a self-certification
- Check that the proposed information is correct and current.
- State the recipient and select only the declarations that are necessary.
- Read the responsibilities and warnings concerning false declarations.
- Keep the signed copy and evidence that it was sent.

The ability to request a document does not follow every family relationship, but depends on the registry position and the requester’s legal authority.

AIRE and residents abroad
AIRE registrants can access the portal, but they see a specific and more limited registry catalogue.
The portal may issue AIRE citizens with registry certificates connected to the information recorded in their overseas position. The list is not the same as the one for residents in Italy.
Marriage, civil union and cohabitation-agreement certificates may appear only when they are recorded in Italy under the service’s conditions, including those concerning the date the person moved abroad.
Initial AIRE registration and changes to an overseas address are instead handled through Fast It and the competent consulate; ANPR covers return to Italy in the prescribed cases.
If the document is intended for a foreign authority, first clarify the language, format and any further formalities. Simply downloading it from ANPR does not guarantee acceptance abroad.

Electoral record and certificates
Electoral information uses a service separate from registry certificates and follows its own rules.
An adult citizen whose electoral information is held in ANPR can view their position and request the certificates offered. The service concerns the person themselves: it is not the ordinary channel for obtaining another person’s electoral certificate.
Certificates of enjoyment of political rights and registration on electoral rolls may be available, including a combined certificate when the system allows it.
The electoral record or certificate does not replace the electoral card required to vote.

Civil-status certificates from 2026
From 31 March 2026, ANPR includes new services for records created digitally in the National Civil Status Archive.
The service covers birth, marriage and civil-union records created digitally in ANSC. If a record is not digital or is unavailable, the portal cannot automatically turn it into an online certificate.
Citizens can request their own certificate and, in the stated cases, that of a minor child in the same registry household and at the same address. An available certificate is issued immediately as a PDF.
These certificates must not be confused with similarly named registry certificates: their source, content and requirements may differ.

An extract is not an immediate download: the municipality assesses the interest, supporting documents and type of copy requested.

Upload legible documents that allow the municipality to assess the conditions and your entitlement.

Residence changes and services for EU citizens
ANPR hosts related procedures, but each has requirements different from requesting a certificate.
Change of registered residence
Covers moves between municipalities, within the same municipality and return to Italy from AIRE in the prescribed cases.
Cases outside the ordinary online channel
A foreign citizen arriving from abroad, an institutional communal residence and a declaration by a guardian require the municipality.
Household moving together
Each adult involved must confirm the declaration in accordance with the procedure.
EU citizens
Dedicated services support certain registrations and certificates, with access also available through eIDAS.
Do not confuse the procedures
- A correction fixes information already recorded incorrectly.
- A change of residence declares a new place of habitual residence.
- Registration of an EU citizen may require documents proving a right of residence.
- Municipal electoral registration for EU citizens is a separate service.

Languages and use of a certificate abroad
A multilingual attachment may make use within the EU easier, but it does not remove every requirement of the destination country.

The portal provides online services, but the municipality remains responsible for registrations, changes, checks and corrections: ANPR does not replace the municipal registry office.
How do I access ANPR services?
You can access the citizen area with SPID, CIE, CNS or a recognized European electronic identity through eIDAS. Individual services may depend on the information in your profile and your registry position; always use the official Italian Ministry of the Interior portal.
Which registry certificates can I download online?
For residents in Italy, the portal may offer certificates including registry birth, citizenship, proof of life, registered residence, civil status and household certificates. The actual list is personalized: some certificates require specific information or conditions, and the municipality may determine that particular information cannot be certified.
Are ANPR certificates always free?
No. Registry and electoral certificates require €16 stamp duty when it is due, or are exempt when a reason established by law applies. The portal shows the available choice and amount before issuing the document: do not select an exemption unless it matches the document’s real intended use. Civil-status certificates and extracts from the new digital service are instead free.
Do I need a certificate for an Italian public authority?
When dealing with Italian public authorities and public-service providers, a self-certification is generally used and the authority verifies the information. A certificate may instead be required in dealings between private parties. Before proceeding, ask the recipient which document is needed and for what purpose.
How long are documents downloaded from ANPR valid?
The ANPR operational guide states three months for registry certificates and six months for electoral certificates, civil-status certificates and extracts. Practical validity also depends on the document and its intended use: check the date shown in the PDF and the recipient’s requirements.
Can I request a certificate for a family member or another person?
For registry certificates, you can normally select yourself or a living member of your registry household. If you live in an institutional communal residence, the service is limited to yourself. For a person under your legal protection or someone outside your household, you must contact the municipality and prove the required legal authority.
Which certificates are available to AIRE registrants?
The portal shows a more limited list, which may include registry birth, registry marriage, citizenship, AIRE residence, AIRE household, civil union and cohabitation-agreement certificates. Some items are available only if the event had already been recorded in Italy before the person moved abroad.
Does the residence certificate from 1 January 2022 reconstruct my entire history?
No. The new certificate concerns continuity of residence in Italy from 1 January 2022 and is available only when the conditions stated by the portal are met. It does not certify periods before that date or periods of residence abroad.
What should I do if my ANPR information is incorrect?
Use the correction service to report a material or recording error and attach legible documents proving the correct information. The competent municipality processes the request and may ask for additional documents; timing depends on the case and you can check the status in your personal area.
Is ANPR correction used to change registered residence?
No. A correction fixes information that was recorded incorrectly; it does not replace a declaration of change of residence, registry registration or notification of a new civil-status event. For moves and new addresses, use the dedicated service or follow the municipality’s instructions.
What is the difference between a civil-status certificate and an extract?
A certificate reports the essential information in the record and, for digitally created ANSC records available to citizens, may be issued immediately. An extract contains additional information or a copy and requires a personal, direct, specific and current interest: the municipality assesses the application and issuance is not immediate.
How do I verify an ANPR certificate?
The final PDF contains a QR code and a qualified electronic seal. Verification starts from the QR code or the official service and compares the document’s information; the preview shown during the request has no legal value and must not be given to the recipient.
Can I use an ANPR certificate in another language abroad?
For some birth or residence certificates intended for another European Union country, the portal may offer a multilingual standard form. A second language may be available in bilingual municipalities. This does not guarantee that every foreign authority will accept the document without further formalities: first check the recipient’s requirements concerning language, translation, legalization or an apostille.
