If you run an SME or work for yourself in Italy and want cloud or cybersecurity solutions, check eligibility, suppliers and your spending plan first. Preparation opened on 20 October 2026; submissions run from 12:00 on 10 November to 12:00 on 20 January 2027, unless an earlier closure is announced because funds run out.
The grant covers up to 50% of eligible costs, capped at €20,000. Further eligibility checks apply: a quote, draft or preparation code is not an award.
Before you start
- Applicants
- SMEs and self-employed workers operating in Italy
- Minimum plan
- €4,000 in eligible expenditure
- Connectivity
- Contract providing at least 30 Mbps download when applying
- Access
- Digital identity, digital signature and active PEC address
Section 1
Check eligibility and the supplier
Check your applicant profile and the product against the official list; connectivity alone is not enough.
The scheme covers Italy nationwide. For SMEs, Invitalia's instructions require a duly established business registered as active in the Registro delle imprese. When checking size, also consider any partner or linked enterprises. The other conditions in Article 4 of the Ministerial Decree of 18 July 2025, excluded sectors and de minimis aid limits still apply: check your circumstances with MIMIT/Invitalia or your adviser.
A lavoratore autonomo is an individual practising an art or profession, including professions both with and without a professional register. A partita IVA is required; provide professional registration details where registration is required for the activity. The simulator provides a separate route from that for registered businesses: do not choose a profile solely from your trading name.
When submitting, you must hold a connectivity contract providing at least 30 Mbps download. Invitalia's instructions specify a fixed connection, including fixed wireless access (FWA) or satellite, and exclude mobile offers. Keep the contract: a copy is required when requesting payment.
Use suppliers on the Ministry's list and products or services identified there. A registered supplier can also apply if eligible, but must buy from another listed supplier. This guide does not certify individual register entries or offers.

Section 2
Costs, amounts and purchases
The plan starts at €4,000; the grant is 50% of accepted costs, capped at €20,000.
- Categories include cybersecurity hardware and software, cloud infrastructure (IaaS), cloud platforms (PaaS) and software as a service (SaaS). Configuration, monitoring and support must be ancillary to the other categories and cannot exceed 30% of the plan.
- Eligible SaaS categories in the decree include accounting, human resources, productivity and workflow, including artificial intelligence features, content management, e-commerce and customer relationships. AI does not make every software product eligible: the category, product and supplier must match the register.
- Training services and learning content are excluded; the technology platform used to deliver training may qualify. Products with equivalent performance, extra licences, users or workstations and version updates without substantial improvement are excluded.
- Start the plan after submitting the application: earlier expenditure and advance invoices are not eligible. Preparing a draft or obtaining the preparation code is not submission. For direct purchases, costs and payments must be completed within 12 months of the award notification.
- Subscriptions must last at least 24 months; only the first 24 months count. Sign after applying and within 30 days of award notification; report the contract within 60 days or lose the award. Direct purchases and subscriptions may be combined, observing each set of deadlines.
- The simulator separates the net amount (imponibile) from IVA: VAT does not count towards the grant. After applying, you cannot switch from direct purchase to subscription or vice versa.

Section 3
Supplier offer: check its contents and signatures
The offer is a required attachment. Match codes, costs and improvements to the spending plan.
- Identifiable supplier and a product or service listed in the scheme's register.
- Identification code for each product or service and its cost items.
- Description of existing solutions and the substantial improvement; for a new solution, confirmation that the applicant does not already have it.
- Consistent acquisition method, amounts and duration in the offer and application. For subscriptions, distinguish the first 24 months' fees from later charges.

Section 4
Preparation and submission are separate
Prepare from 20 October 2026; submit between 12:00 on 10 November and 12:00 on 20 January 2027. Keep the submission certificate.
Access and prepare the plan
Open the platform from Invitalia's scheme page with SPID, CNS or CIE. The application must be in Italian, even if you read this guide in English. Select the correct profile and check who completes and who signs it.
Enter the information and compare it with the offers
Provide applicant, signatory, contact person, PEC, main investment location, starting position, improvement, duration, suppliers and codes. Check amounts, declarations and attachments before generating the form.
Sign and obtain the code
Generate the application PDF, have the authorised signatory sign it digitally and upload it with the attachments. Keep the codice di predisposizione domanda. A sample form or public simulator does not replace the form generated by the official service.
Submit during the submission window
Return from 10 November, enter the preparation code and check that the system issues the submission PDF and project code (CUP).
For businesses, the simulator distinguishes delegation to complete the form from power of attorney to sign it: permission to complete it alone does not authorise signing. The signatory is the legal representative or an attorney registered in Anagrafica e deleghe, with the required documentation.
For self-employed applicants, those instructions do not require preregistration in Anagrafica e deleghe: the applicant signs. If a third party completes the form using their own digital identity, a delegation signed by the applicant is specified. Check permissions in the official service; never share SPID passwords, PINs or one-time codes.

Section 5
Application file checklist
Use this to organise your records; it does not replace the platform's required attachments.
- Applicant profile, business details and signing authority checked; delegation or power of attorney where required.
- Working digital identity, signature and PEC.
- Connectivity contract and eligibility declarations checked; for SMEs, insurance obligations checked and the DSAN polizza catastrofale declaration required by Invitalia's instructions prepared.
- Offers attached with costs, identification codes, starting position and improvement; any conflicting signature instructions clarified with support.
- Plan aligned with direct purchase or subscription, funding and timetable.
- Current template and attachments checked on the portal: Annex 1 lists information obligations and is not the application form.
- After submission: certificate, CUP and communications retained.
- Decree of 4 August 2026 — applicant rules (Italian PDF)Relevant passages of Articles 1 and 3–8 read: self-employed applicants, plan, AI-enabled SaaS, costs, offers, application, payment and changes. Relevant passages of the 13-page PDF read; this does not establish your individual eligibility.
- Annex 1 — information and document requirements (Italian PDF)Four-page PDF read: declarations, offers, subscription notification, payment requests and record keeping. This lists obligations; it is not an application form. It does not replace Ministry templates or the platform-generated application.

Section 6
Award and payment request
Submission starts assessment; payment requires a separate request, expenditure and checks.
Payment may be requested in two instalments or once at completion. The first requires at least 50% of the approved plan to have been incurred; a payment request cannot precede three months after award notification. The final request must be made within 30 days of the programme completion deadline.
Prepare invoices with CUP and product/service codes, proof of payment, a copy of the connectivity contract and, where applicable, the subscription contract. Keep administrative and accounting records and respond to requests for additional information. The grant depends on expenditure actually paid, accepted and reported.
Promptly report subscription cancellation or a change of subscription supplier: these can interrupt the benefit and remove entitlement to the remaining grant under Article 8 of the decree. Changes to costs or direct-purchase suppliers must be reported in the payment request and are assessed by the administration.
For missing codes, platform errors or uncertain offers, use the help linked from Invitalia's page before duplicating applications or committing purchases. These deadlines do not guarantee an individual payment date. Percorso Cittadino does not collect documents or submit the application for you.
Section 7
Frequently asked questions
Questions before submission.
Is the preparation code already proof of submission?
No. It is used to submit at the next stage. Check the PDF certificate issued after submission.
Can I use any cloud supplier?
Check both the supplier and product or service in the scheme's list. A generic commercial offer does not prove eligibility.
Can I include SaaS with artificial intelligence features?
The Decree of 4 August 2026 includes business-productivity SaaS with artificial intelligence features. Check the category, supplier and code in the register: AI alone does not make every software product eligible. The plan must introduce a new, additional or substantially improved solution.
Are costs or advance invoices dated before submission eligible?
No. The plan must start after the application is submitted, and advance invoices must also be dated after submission. Preparing a draft does not allow you to bring eligible expenditure forward. Subscriptions must be signed after submission and within the deadlines linked to the award.
Can I upload an unsigned quote?
The offer must be attached. The public Invitalia simulator instructions that were read require signatures, while indexed MIMIT FAQ excerpts say otherwise. Direct access to the FAQs failed, so we cannot confirm that an unsigned quote will be accepted. Check the official service's Allegati section and confirm the requirement with Invitalia before uploading.
Will I immediately receive €20,000?
No. That is the maximum grant, subject to accepted expenditure, assessment, available funds and a payment request.
