If you worked in Italy and other countries, organise an insurance timeline for each country before applying for a pension. Check which coordination rules apply and which institution receives the claim based on your residence and career.
Aggregation can allow foreign periods to count towards eligibility under the applicable rules. It does not automatically transfer all contributions to INPS or produce one Italian pension for every year worked.
Before you start
- First check
- Countries, dates and insurance institutions
- Route
- EU rules or the applicable bilateral agreement
- Payment
- Each country's share may start at a different time
- Preparation

Section 1
Reconstruct your cross-border career
Compare Italian and foreign records; periods missing from an Italian INPS record are not necessarily missing from foreign insurance.
| Record to collect | Purpose |
|---|---|
| Country and insurance institution | Identify the scheme, contact and applicable agreement. |
| Work dates and insured periods | Build a timeline and flag overlaps or gaps. |
| Foreign insurance number and employers | Help the institution locate periods. |
| Available statements and decisions | Document discrepancies requiring assessment. |
This is an editorial organising template: required attachments depend on the countries and route. Provide personal records only to the institution or authorised intermediary, not the Civic Assistant.

Aggregation, cumulo and separate shares
Check whether periods can be coordinated before distinguishing eligibility from the amount payable.
INPS distinguishes EU, EEA, Switzerland, UK and non-EU countries with agreements providing for aggregation. EU rules cannot automatically be applied to every country or pension scheme.
Within EU coordination each institution performs the applicable calculations, including pro-rata and, where an independent entitlement exists, comparison with a national pension. Each competent country remains responsible for its share. Periods under one year have special rules and should not be dismissed without checking.

Section 3
Where to apply
Under EU coordination contact the pension institution where you live or last worked; confirm the route if you never worked in your country of residence.
Identify the route
From INPS's overview select EU coordination or a bilateral agreement. For uncovered countries seek a specific assessment rather than assuming aggregation.
Confirm the competent institution
State your residence, countries and last insurance period. If you never worked where you live, check forwarding to the last country of work.
Prepare and track the claim
Request the current attachment list, use the specified channel and retain the receipt and references. Declare all countries and follow requests for information.
INPS distinguishes local structures, specialist offices for residents abroad and public-sector schemes. A patronato can help identify the office; do not duplicate the claim across offices merely to speed it up.

Section 4
Checks highlighted by Circular 107/2026
INPS's announcement of 21 October identifies matters requiring individual assessment, not automatic recognition.
- Foreign periods before 1 January 1996 and the applicable pension calculation system.
- Minimum amount thresholds and foreign periods after the latest Italian Gestione Separata contributions.
- Which institution processes the claim when the latest insured periods were abroad.
- Application routes according to residence and the conditions for international cumulo.
Raise these issues explicitly with INPS or a patronato. The full circular was not retrieved; this page does not infer formulas, exceptions or a decision on your pension from the announcement alone.
Section 5
Different ages, missing records and amounts
One share starting does not require other countries to pay immediately; use claim references for gaps and delays.
Each country applies its own eligibility conditions. Starting one pension before another can affect the amount: check your options before choosing a start date.
For missing periods, identify the country, dates and institution and provide available evidence through official channels. For delays, ask the processing institution which foreign information is outstanding rather than assuming refusal. Tax and overseas payment questions are separate from pension eligibility.

Reusable checklist
Organise your records for the next step.
- I listed all countries, including short periods.
- I collected insurance numbers, dates and available statements.
- I flagged overlaps and periods before 1996.
- I confirmed the applicable regime and competent institution.
- I asked about attachments, start dates and claim tracking.
- I separated gross estimates, tax and foreign shares not yet awarded.
Section 7
Frequently asked questions
Answers to common questions.
Will foreign contributions be refunded if I return to Italy?
Under EU coordination changing country does not normally trigger a contribution refund. The periods remain relevant to pension rights under the applicable rules.
Must every foreign year appear on my INPS statement?
The Italian statement alone does not replace checks with foreign institutions. Ask for periods to be assessed using dates and insurance references.
Will each country's pension start together?
Not necessarily: conditions and retirement ages can differ. Ask the institutions to check start dates and effects on each share.
