If rent is putting pressure on your budget, start with the notice issued by the municipality where you live: check the scheme, funding year and deadline for residents. This guide helps you prepare documents and apply, or follow an application already submitted, with a detailed focus on Sicily.
Position checked on 30 October 2026: rent-support schemes do not share one application, ISEE limit or deadline. Check your municipality's notice and the procedural stage. Eligibility and a place in a ranking do not guarantee payment.
Before you start
- Where to look
- Municipality, Region and, in Lombardy, territorial district (Ambito)
- ISEE
- The indicator and limit specified by each notice; no universal threshold
- Sicily 2026
- At least 3 household members, ISEE up to €10,000 and further conditions
- Payment
- After checks and allocation of funding; not guaranteed
Section 1
Which rent-support scheme do you need?
Rent support covers different programmes. Identify the area, funding year, intended recipients and responsible authority before preparing your application.
Article 11 of Law 431/1998 establishes the national fund supporting access to rented housing. The Decree of 7 June 1999 sets minimum conditions, municipal rankings and criteria based on income and the share spent on rent. This framework does not establish that your municipality has an open 2026 scheme: funding and implementing decisions are needed.
Local rent-support notice
The Region and municipality determine the procedure. Sicily's Article 57 scheme under Regional Law 1/2026 has its own regional basis; it is not simply a local name for an identical national bonus.
Arrears or risk of losing your home
Contact social services promptly. Support for involuntary arrears (morosità incolpevole), eviction prevention and ordinary rent support may have different conditions: a scheme may exclude tenants already facing possession proceedings.
Other forms of assistance
ADI's housing component, tax relief and public housing follow separate procedures. The national Decree of 14 September 2026 also provides a fund for certain separated or divorced parents, with a digital application separate from municipal schemes.
For the national fund for separated or divorced parents, we checked the legal provisions but could not retrieve the MIT operational notice. This guide does not confirm that applications are open. Do not use a municipal form to apply for that scheme.
Section 2
Open applications, expired deadlines and pending decisions
On 30 October 2026 the documented windows in Malnate and Castiglion Fiorentino are open; the Misterbianco and Patti deadlines have passed. Trapani has published a municipal list, not a payment notice.
| Area and scheme | Documented status | Next step |
|---|---|---|
| Malnate (Lombardy), rent support | Open: 26 October–26 November 2026 | Read the municipal notice and form; check conditions and the PEC/email channel. |
| Castiglion Fiorentino (Tuscany), 2026 rent grant | Open: deadline 14 November 2026, 14:00 | Apply exclusively online through the service linked in the notice. |
| Misterbianco (Sicily), Article 57 | Deadline passed: 31 July 2026 | If you applied, check your protocol number and municipal communications. |
| Patti (Sicily), Article 57 | Deadline passed: 1 September 2026, 12:00 | Follow your existing application; no new opening is established here. |
| Trapani (Sicily), Article 57 | Eligible/excluded list published on 25 September 2026 | Check the municipal outcome and subsequent regional and municipal decisions. |
| Lombardy, 2026 regional funding | Implementation through districts and municipalities | 31 December is a deadline for authorities: ask for the household application notice. |

Section 3
Sicily: eligibility under Regional Law 1/2026
Sicily's scheme requires at least three household members and an ISEE no higher than €10,000. The two years of residence in Sicily apply to the applicant, the person heading the municipal household record, on the application date.
- A household of at least three people, including the applicant. Children are not required for the basic contribution.
- The applicant must be the intestatario scheda, the person heading the municipal household record. The regional clarification says the two-year residence condition applies to this person, not to every family member.
- Italian or EU citizenship or, for non-EU citizens, a long-term resident permit or valid residence permit, as specified in the notice.
- No ownership or usufruct rights as required by the scheme. If you hold a share in a property, inherited property or another unusual interest, ask the municipality to assess the condition; do not assume an exception.
- A valid household ISEE no higher than €10,000, based on 2024 income. The reference to 2024 income does not mean using a certificate issued in 2024.
- A registered residential lease active in 2026 for the applicant's main home, matching their registered address. The lease may be in another household member's name.
- Annual registration tax paid where due. Choosing the cedolare secca tax regime is separate from the obligation to register the lease.
Section 4
Sicily: amount, child supplement and limits
The law and notice provide €3,000 annually and €200 for each child of the household-record holder after the first. Resources are limited; the regional clarification adds limits based on rent and the days the lease is valid.
The planned allocation is €5 million. This does not create an automatic entitlement for every eligible household: the regional ranking and available funding also matter.
The regional clarification published by Misterbianco states that the contribution cannot exceed the annual rent in the lease and is proportional to the days the lease is actually valid in 2026. If one lease ends and another begins that year, it provides for a single application with both leases attached.
Illustrative example: three siblings in one household are not excluded merely because they have no children; all other requirements still apply. A grandchild, niece or nephew of the household-record holder should not automatically be counted as that person's child for the supplement.
Section 5
Lombardy: territorial districts and the Malnate example
In Lombardy, household procedures depend on districts and municipalities. Malnate has a local window from 26 October to 26 November 2026 and a €12,000 ISEE limit: these are not region-wide rules.
Resolution XII/5855 of 16 March 2026 allocates €2.5 million to private-market rent support. For the programme it describes, the regional page requires residence in the rented property under a registered lease, no suitable home in ownership and no possession proceedings. Ask your Ambito territoriale or municipality about implementation, financial thresholds and applications.
Malnate's reopening instead refers to funds under Resolution 1001/2023: it should not be presented as automatically applying every parameter of Resolution 5855. Among other conditions, its notice requires residence in the rented home in Malnate for at least three months, a registered lease and a valid ISEE up to €12,000. Send the signed form and attachments through the PEC or email channels specified in that notice.
Section 6
Tuscany: the Castiglion Fiorentino example
Castiglion Fiorentino's 2026 application is online, by 14 November at 14:00. A standard ISEE up to €16,500 is only one condition: ISE, rent burden, assets and the municipal notice's other requirements also matter.
ISE and ISEE are different figures. The notice distinguishes financial bands and measures rent against ISE; do not apply Sicily's or Malnate's threshold here. Read Article 1 in full for residence, lease, property, assets and special circumstances.
The initial application, reconsideration and rent-receipt submission have separate deadlines. Articles 4 and 7 deal with decisions and documents for payment respectively. A ranking place does not guarantee the maximum theoretical grant.
Section 7
Checklist: ISEE, registered lease and documents
Build a file for the exact scheme: identity documents, valid ISEE, lease and registration, any rent-payment evidence, household details and IBAN. Not every authority requires every document at the same stage.
- Full notice, attachments, current form and any extensions or corrections. Record the authority, funding year and closing date/time.
- Identity document and codice fiscale; the residence permit specified by the notice for non-EU citizens.
- Correct, valid ISEE certificate, with the DSU (Dichiarazione sostitutiva unica) and protocol reference. Check omissions, discrepancies, household composition and whether an ISEE corrente is accepted with a CAF and the authority.
- Complete lease and registration receipt, extensions or changes of tenant, registration tax where due or evidence of cedolare secca. An unregistered written agreement does not establish the registered-lease condition.
- Rent and period covered: distinguish rent from utilities and other charges. Keep readable receipts or transfers identifying the month, amount and parties; submit them when the notice requires.
- Household and residence details consistent with the property, evidence of any required special circumstances and other support received for the same period.
- IBAN and account holder details as required locally. Do not confuse an IBAN with a card number; report changes through the official channel.
- SPID/CIE/CNS credentials only where the service requires them. For paper or email forms, check signature and ID attachment rules. Do not send personal documents to Percorso Cittadino.
Sicily's regional notice lists identity document, any required permit, ISEE and lease with registration-tax compliance. A municipality may request further operational details, such as the IBAN required in Patti. Do not add another municipality's conditions to your own form.
Section 8
How to apply and keep proof of submission
Use only the channel specified by an open notice. In Sicily, applications go through your municipality of residence: the regional clarification does not accept direct submissions from individual residents.
Find the right notice
Open the municipal website, search for contributo affitto or sostegno locazione, and check year, recipients, status and corrections. If no notice is open, ask social services which support can currently be activated.
Check conditions on the required date
Confirm who signs, which household is assessed, and when conditions must be met and maintained. Resolve residence, ISEE and lease questions before the deadline.
Complete the form and attachments
Use the local form, declare other support and attach complete, readable documents. Saving an online draft does not mean the application has been submitted.
Submit through an accepted channel
This may be a portal, PEC, email or municipal registry office. Do not choose an alternative channel that the notice does not allow. Castiglion Fiorentino's initial application is exclusively online; Sicily's scheme is handled through the municipality.
Save evidence and follow the case
Keep the form, attachments, protocol number/ID, date and receipts. For PEC, retain acceptance and delivery receipts. Then monitor publications, requests for additional documents and deadlines for receipts or reconsideration.
Section 9
Rankings, funding and payments: what each stage means
Receipt, eligibility, funding and payment are different stages. Sicily's notice provides regional rankings in ascending ISEE order and awards within available resources; the municipality pays funded beneficiaries.
| Status | What it establishes | What to check |
|---|---|---|
| Ricevuta / protocollata — received | The request has been recorded | Completeness, further documents and reply deadline |
| Ammissibile / ammessa — eligible/admitted | The checks specified in the decision have been passed | Conditional admission, subsequent ranking and funding availability |
| Beneficiaria / finanziata — awarded/funded | An allocation under the decision and its limits | Awarded amount, remaining conditions and payment documents |
| Liquidata / mandato emesso — payment authorised | The accounting stage described in the decision | Transfer recipient, IBAN and actual receipt of funds |
Trapani's announcement of 25 September establishes neither the final regional ranking nor a bank transfer. Look for subsequent official decisions and identify your application by its protocol number: do not publish household details in comments or on social media.
Payment times are not uniform. Castiglion Fiorentino's notice requires rent-payment evidence by 31 January 2027. This is a reporting deadline, not a promised transfer date or a deadline for new applications.
Depending on the programme, payment may go to the applicant or landlord: check the decision. Declare other benefits. Sicily's notice allows combination with similar support but does not override restrictions in the other scheme; Castiglion Fiorentino excludes months covered by ADI's quota B housing component.
Section 10
Exclusions, further documents, reconsideration and appeals
If your application is excluded, read the reason and deadline in the decision that applies to you. Correcting documents, administrative reconsideration and a formal appeal are different routes; there is no single deadline for all municipalities.
| Problem | Check | Action |
|---|---|---|
| Late application or wrong channel | Deadline, receipt and notice instructions | Ask the registry office to confirm receipt; do not assume reopening. |
| Incorrect ISEE or discrepancies | Indicator, year, household and correction rules | Ask a CAF and the authority whether and how to correct it within the applicable deadline. |
| Lease/residence mismatch | Registration, tenant, duration and property | Provide requested explanations; do not alter or backdate declarations to fit the notice. |
| Eligible but not funded | Ranking, available resources and later allocations | Ask about subsequent decisions; eligibility does not guarantee funds. |
| Decision you consider incorrect | Reasons and information actually declared | Follow the stated reconsideration procedure; ask the authority and, where needed, a professional about document access or formal appeals. |
Local example: Castiglion Fiorentino provides for a provisional ranking by 20 November and reconsideration requests from publication, for at least seven days until 27 November 2026. It separately gives five days from publication to resolve ISEE omissions/discrepancies. These are different periods: check actual publication and updates, and do not apply them to Sicily or the whole of Tuscany.
For Sicily's scheme, we have not verified a uniform reconsideration deadline across municipalities. Read the local exclusion decision. Do not assume an informal enquiry suspends a formal appeal deadline; seek qualified assistance to protect your position.
Reusable outline for an enquiry to the responsible office
Subject: rent support [scheme and year] — enquiry about application [protocol number]. Please explain the stated outcome, any additional documents required, the channel and deadline for reconsideration, and subsequent decisions to consult. If funding has been awarded, please confirm what remains necessary for payment. I attach only relevant requested documents through the official channel.
This outline is an information request. It does not replace a required reconsideration form or formal appeal.
Section 11
Frequently asked questions
Questions about ISEE, deadlines, leases, combining support and decisions.
Is there one 2026 rent bonus for the whole of Italy?
There is no single procedure for all rent-support grants. The national fund established by Law 431/1998, regional schemes and municipal programmes are implemented differently. National schemes for specific groups also exist: do not transfer eligibility rules or deadlines between programmes.
In Sicily, is an ISEE below €10,000 enough?
No. Article 57 of Regional Law 1/2026 also requires a household of at least three people, the applicant's residence in Sicily for at least two years, a registered residential lease and the other conditions. The threshold includes exactly €10,000. You need a valid certificate based on 2024 income, not an old ISEE issued in 2024.
Can I still apply in Misterbianco or Patti?
As checked on 30 October 2026, the deadlines in the notices consulted have passed: 31 July in Misterbianco and 1 September at 12:00 in Patti. A ranking does not reopen applications. Any reopening requires a new official notice from your municipality.
Does being eligible in Trapani mean I will receive €3,000?
No. The announcement of 25 September 2026 concerns the municipal list of eligible and excluded applications. Regional selection and funding allocation are separate stages; that list does not establish individual payment.
Can the lease be in another family member's name?
Sicily's notice allows a lease in another household member's name, provided the property is the applicant's main home and registered address. Do not assume that another scheme accepts the same arrangement.
In Lombardy, can I apply until 31 December?
The regional date of 31 December 2026 concerns the implementing authorities' use of funds. Household application deadlines are set by the relevant district or municipality. For example, Malnate's reopening runs from 26 October to 26 November 2026.
Can I combine a rent grant with other support, including ADI?
It depends on both schemes and the months covered. Sicily's notice allows combination with similar support, but you must also check the other benefit's rules. Castiglion Fiorentino's notice excludes months already covered by the housing component, quota B, of ADI. Always declare other support received.
If my application is excluded, do I always have 30 days to appeal?
No. There is no single deadline for every scheme. Read the reasons, published decision and instructions for corrections, reconsideration or appeal. Promptly ask the responsible office which channel and deadline apply; consider qualified assistance for a formal appeal.
