Assegno di Inclusione (ADI), Italy's Inclusion Allowance, is household financial support linked to social inclusion and, where required, work activation. Being unemployed or having a low ISEE is not enough: INPS checks all the conditions of the claim.
This guide separates initial applications, payment management and renewal in 2026. Older instructions requiring a one-month break between benefit periods have been superseded; a renewal claim and compliance with obligations are still necessary. The information helps you prepare and does not establish automatic entitlement.

Section 1
Choose your starting point
First identify the stage of your claim.
First application
Check household composition, residence status, residence history, ISEE and assets; prepare your information, submit the claim and sign the PAD. Approval is not automatic.
Application already submitted
Check your receipt, INPS status, PAD, requests for information and meetings. A draft or a DSU is not a submitted ADI claim.
18- or 12-month cycle completed
Follow the 2026 renewal process: new claim after the final instalment, household and PAD checks, first instalment at 50% and a new social-services deadline.
Section 2
What changes in 2026
Use the updated instructions for renewals and ISEE.
| Topic | 2026 rule |
|---|---|
| Break between cycles | The mandatory one-month suspension has been removed. A new claim is still required. |
| Renewal amount | First instalment at 50% of the amount due; not all 12 instalments and not the first-ever claim. |
| Applicable ISEE | New indicator for specific family and inclusion benefits; ADI threshold of โฌ10,140. |
| Special-case permits | INPS Circular 58/2026 explains exemptions for specific permits: see the dedicated section. |
Section 3
Eligible households
The ordinary rules address specific household circumstances.
The household must include at least one person who is:
- under 18;
- disabled under the categories in DPCM 159/2013;
- aged 60 or older;
- in a situation of disadvantage certified by a public administration and enrolled in a care and assistance programme run by the competent services.
Financial hardship, unemployment or an uncertified health problem alone cannot replace these conditions. Disadvantage requires the specified certification and programme: check the competent authority, required information and certificate validity.
Household membership follows the applicable ISEE rules, rather than simply everyone sharing an address. Fully publicly funded residential care and particular circumstances of members require specific checks. The statutory conditions concerning precautionary/preventive measures and criminal convictions also apply.
Section 4
Citizenship, residence permits and residence
Holding any residence permit is not enough under the ordinary rules.
- The applicant must be Italian or an EU citizen; a qualifying family member with a right of residence or permanent residence; a third-country national with an EU long-term residence permit; or a holder of international protection or recognised stateless status.
- The applicant must have lived in Italy for at least five years, including the last two continuously, when applying.
- Residence in Italy must continue during the benefit period, including for benefiting household members.
- Continuity can be broken by absences of at least two consecutive months or at least four months in total within 18 months; exceptions apply for serious documented health reasons.
An ordinary work permit or a permit-renewal application does not, by itself, demonstrate the full ADI condition. Check the permit category, dates and evidence with INPS or a patronato. Certain permits protecting victims fall under the separate rules below.
Section 5
Special-case permits: a separate route
Exemptions do not automatically cover every foreign national or family member.
INPS Circular 58 of 20 May 2026 concerns permits expressly identified under Articles 18, 18-bis and 18-ter of Italy's immigration legislation, and certain permits under the earlier Article 22 rules covered by transitional provisions. These are specific situations involving social protection, domestic violence or exploitation, not every permit described as protezione speciale.
For these recipients, exemptions apply to ordinary citizenship, previous residence and financial requirements, and a DSU is not required for access under this regime. Other applicable conditions remain, including vehicle restrictions, continued presence in Italy and inclusion obligations. For Article 18-ter, the required assistance programme must also be checked.
Household membership and any rent must be reported using ADI-Com Casi speciali under INPS instructions; entitlement does not automatically extend to relatives up to the second degree. Duration also depends on the residence permit and cannot be assumed to continue beyond its validity. Expiry, renewal or conversion of the permit requires checking the specific procedure.
Section 6
Which ISEE to use in 2026
ISEE is an indicator; income and assets also undergo separate checks.
Under the ordinary rules, you need a valid ISEE for specific family and inclusion benefits, no higher than โฌ10,140. Where minors are present, Article 7 of DPCM 159/2013 applies, including the rules for parents not living together where relevant.
From 2026, this specific calculation includes a main-home allowance of โฌ91,500, raised to โฌ120,000 in municipalities that are metropolitan-city capitals, plus โฌ2,500 for each cohabiting child after the first, and child-related increases in the ISEE scale. These changes do not alter the separate ADI equivalence scale used to calculate the benefit.
Submit and renew your DSU in time: the certificate expires at year-end. Check omissions or discrepancies and whether you qualify for an ISEE corrente when circumstances change. Do not automatically substitute a university ISEE or an online estimate for the required indicator.
Section 7
Income, assets and vehicles
Income eligibility thresholds are not the amount you will receive.
| Check | Limit or condition |
|---|---|
| ISEE | No higher than โฌ10,140. |
| Household income | Below โฌ6,500 a year ร ADI scale. |
| Specific older household | Income below โฌ8,190 ร ADI scale if everyone is at least 67, or the only other members alongside those aged 67+ have severe disability or are not self-sufficient. |
| Renting household | Income access threshold raised to โฌ10,140 ร ADI scale, with the rented home recorded in the DSU. This threshold does not become the basis for calculating component A. |
| Real estate | Property assets in Italy and abroad no higher than โฌ30,000, excluding the main home if its IMU value does not exceed โฌ150,000. |
| Financial assets | โฌ6,000 for one person, โฌ8,000 for two, โฌ10,000 for three or more; +โฌ1,000 per minor after the second. Increases of โฌ5,000 per disabled member or โฌ7,500 for severe disability/non-self-sufficiency, without adding both for the same person. |
| Vehicles | No member may own or have full use of cars above 1,600 cc or motorcycles above 250 cc first registered in the preceding 36 months; vehicles benefiting from disability tax relief are excluded. Ships, pleasure boats and aircraft also disqualify. |
Relevant household income follows ADI definitions: it is neither ISEE nor simply take-home pay. Required components and updates count, including relevant pensions and benefits; foreign income and assets must not be ignored. The new ISEE home allowance is separate from the ADI property test based on IMU value.
The July INPS methodological note explicitly applies the scale multiplier to the income threshold for tenants, which the summary service page does not detail. INPS must still verify rent, income and the scale on the claim.
Section 8
The ADI equivalence scale
Not every adult increases the parameter; do not use the ISEE scale.
| Circumstance | Parameter |
|---|---|
| Household base | 1 |
| Additional member with disability or non-self-sufficiency | +0.50 |
| Additional member aged at least 60 | +0.40 |
| One adult with care responsibilities: child under 3, at least 3 minor children, or a disabled/non-self-sufficient member | +0.40 for one adult only |
| Additional adult with certified disadvantage and a care and assistance programme | +0.30 |
| First two minors | +0.15 each |
| Minors after the second | +0.10 each |
| Maximum | 2.20; up to 2.30 where severe disability or non-self-sufficiency is present |
Do not add multiple categories for the same person: the most favourable applicable parameter is used. A one-person household has scale 1. An adult without the listed conditions does not automatically increase the scale; some circumstances, such as fully publicly funded residential care, exclude a member from the calculation.
Section 9
How the amount is calculated
Income top-up and rent component: amounts refer to the household.
Ordinary annual calculation, before dividing into monthly instalments
Component A = the greater of 0 and (โฌ6,500 ร ADI scale โ relevant household income)
For the specific older household described above: use โฌ8,190 instead of โฌ6,500
Component B = annual rent under a registered contract, capped at โฌ3,640
For the same specific older household: component B capped at โฌ1,950
Ordinary monthly amount = (component A + component B) รท 12
The recognised benefit cannot be below โฌ480 a year in qualifying cases. This minimum does not establish entitlement where requirements are not met. The first instalment of a 2026 renewal is paid at 50%.
| Assumption | Calculation | Indicative ordinary monthly amount |
|---|---|---|
| One person aged 61; zero income; registered rent of โฌ3,000 a year | Scale 1: (6,500 + 3,000) รท 12 | โฌ791.67 |
| Two adults aged 45 and 47, child aged 10; no other additions; income โฌ4,000; no rent | Scale 1.15: (6,500 ร 1.15 โ 4,000) รท 12 | โฌ289.58 |
| Renewal with an already established ordinary amount of โฌ600 | First instalment: 600 ร 50%; later payments subject to eligibility and calculation | โฌ300 first, then โฌ600 if nothing changes |
Section 10
Documents and information to prepare
Gather relevant information; actual attachments depend on the service and your circumstances.
- Applicant's identity document and tax code, household members' details/tax codes and up-to-date contact details.
- Your own SPID, CIE or CNS for direct access, or help from a CAF or patronato.
- DSU and valid ISEE under the ordinary rules; any corrections or qualifying current ISEE.
- Residence permit, relevant receipts and residence history where applicable.
- Registered tenancy details and annual rent if claiming the rent component.
- Disability or disadvantage certification and care/assistance programme details, including validity and responsible authority.
- Work activities and income not already reflected in ISEE, for ADI-Com ridotto declarations required with the claim.
- For renewal: previous claim, final instalment, updated household membership, PAD and ADI Card status.
- For special-case rules: permit and programme evidence and the relevant ADI-Com Casi speciali declaration.
This checklist does not mean everyone must upload every item. Follow the actual INPS fields and requests. Keep receipts and reference numbers; do not send documents, credentials or health information to Percorso Cittadino.
Section 11
How to submit a first application
The INPS claim and the PAD are separate steps.
Check requirements and ISEE
Check your household and the applicable rules against your documents; resolve omissions or inconsistencies as soon as possible.
Open the official ADI service
Access the INPS website using SPID, CIE or CNS, or contact a patronato or CAF. Read the declarations and prefilled information.
Complete and submit
Provide the requested details and relevant work declarations. Save the receipt and reference number: a draft is not proof of submission.
Access SIISL and sign the PAD
The household's Patto di Attivazione Digitale is necessary. Check that the signature has been recorded; the claim alone does not complete the process.
Follow the assessment and services
Check INPS decisions and requests, card instructions and the first social-services meeting within 120 days of the PAD.
For a first claim, entitlement starts in the month after signing the PAD, following successful checks. The entitlement start month and the credit date are different: submission is not approval.
Section 12
PAD, social services and obligations
Financial support is linked to the inclusion pathway.
- Household PAD
- Patto di Attivazione Digitale signed on SIISL: it starts the pathway but does not replace the social assessment.
- PaIS
- Patto per l'Inclusione Sociale, the social inclusion agreement developed with social services around the household's needs.
- Work activation
- For members subject to these obligations: an individual pathway, individual PAD and Patto di servizio personalizzato (PSP) under employment-service instructions.
- First social-services meeting within 120 days of the PAD for an initial claim, including by contacting the service yourself if no invitation arrives.
- At renewal, the 120-day period restarts from the application or the new PAD where necessary, including households whose members are exempt from work activation.
- Periodic updates every 90 days with the competent service: social services or patronati where applicable, employment services for those subject to work activation.
- For members subject to activation, PSP within 60 days of the communication referring them to employment services. Follow appointments, activities and suitable-job rules as applicable.
- Age, disability, care responsibilities and other circumstances may lead to exclusions or exemptions from work obligations; services must verify them, and they do not automatically remove the household's social-services duties.
Section 13
ADI Card and payments
Check the claim before interpreting a missing card credit.
ADI is normally paid onto Poste Italiane's Carta di Inclusione. Follow the collection or reuse instructions: this is not an ordinary request for payment to any IBAN. The card has specific rules for purchases, withdrawals and rent payments; check the official conditions before using it.
The INPS 2026 calendar separates initial payments and arrears, generally around the 15th, from subsequent monthly payments, generally around the 27th, with variations by month. Dates are subject to checks and do not guarantee that a particular claim is payable.
If the card is not credited
- Read the INPS status and any explanation or document request.
- Check the PAD, valid ISEE, household composition, income declarations and recorded meetings.
- Check whether a cycle has ended and you need to renew; distinguish the entitlement start month from the actual credit date.
- Contact INPS/a patronato about assessment or the competent services about meetings. Keep the reference number and decision; the card balance alone does not explain the cause.
Section 14
Duration and ADI renewal in 2026
Up to 18 initial months and subsequent 12-month periods, with a new claim and continued eligibility.
| Situation | Claim and PAD | Start month if approved |
|---|---|---|
| First claim | INPS claim and PAD signature | Month after the PAD |
| Renewal, household unchanged except births/deaths | New claim; previous PAD associated without new SIISL registration | Renewal application month |
| Renewal, other household changes | New claim, new SIISL registration and new PAD | Month the new PAD is signed |
Calendar example: if the last instalment is October, apply for renewal from November. With an unchanged household, an approved claim submitted in November starts from November. With a changed household, if the new PAD is signed in December, entitlement starts in December. Actual credit may follow later after checks: removing the break does not guarantee no waiting time or arrears for a late claim.
Before submitting the renewal
- Confirm valid ISEE, eligibility and updated household membership.
- Check whether a new PAD is required; renewing the DSU alone does not renew ADI.
- Recheck disadvantage certification and the programme: information and validity must be declared again, without assuming certificates are automatically extended.
- If you want individual allocation of the amounts, request it again under INPS instructions.
- Check the card: with the same applicant and unchanged household, the active card is reused; applicant or household changes require checking card-management rules, not always a new card.
- Arrange the first social-services meeting within 120 days of the renewal claim or the new PAD where required. This also covers households with members exempt from work obligations.
Section 15
Work and changes you must report
Compatibility does not remove reporting deadlines.
| Change | Action and deadline |
|---|---|
| New employment | ADI-Com esteso within 30 days of starting, even if income is within the disregard. Failure to report leads to suspension; after three months without compliance, entitlement ends. |
| Self-employment or business | Report by the day before starting; update income quarterly by the 15th of the month following the quarter. The benefit remains unchanged for the first two months of the change under the applicable rules. |
| New work income | โฌ3,000 annual gross income disregard for the whole household, not each worker. Excess income affects the benefit; the disregard does not waive reporting. |
| Changes to relevant conditions or requirements | Report within 15 days, unless a more specific deadline applies. |
| Household membership | Updated DSU within one month. For changes other than birth/death, a new claim is also required from the month after the DSU, under INPS instructions; for end-of-cycle renewal, see the dedicated section. |
Section 16
Suspension, termination and revocation
Read the reason and the decision: the effects are not all the same.
- Suspension (sospensione)
- Can follow a missed first meeting within 120 days, omitted periodic updates, lack of valid ISEE or missing work declarations. Address the cause and check with INPS or services that compliance is recorded and whether payments can resume.
- Loss of entitlement (decadenza)
- Can follow loss of eligibility, missing appointments without justified reason, failure to sign or comply with agreements, refusal of job offers that must be accepted, undeclared activities or other specified breaches. Uploading a late document does not necessarily resolve it.
- Revocation and recovery
- Untrue declarations, omissions or absent eligibility may result in revocation and recovery of amounts, alongside other legal consequences.
Also distinguish a rejected claim, an ongoing assessment and a completed cycle. Download the official notice, check the reason and any stated clarification or reconsideration deadlines, and contact the competent channel. A new claim does not cancel a decision or guarantee reinstatement.
Section 17
ADI, NASpI and SFL: the differences
These three measures have different qualifying conditions.
| Measure | Who it concerns | Central condition |
|---|---|---|
| ADI | Households meeting the required family and personal conditions | Financial checks, residence status/history and an inclusion pathway; no contribution history requirement equivalent to NASpI. |
| NASpI | Workers who involuntarily lose qualifying employment | Insurance and contribution requirements; not based on the ADI ISEE threshold, and governed by its own application and duration rules. |
| SFL | People aged 18โ59 meeting the measure's requirements | Actual participation in training or other permitted activities: โฌ500 a month for up to 12 months; a further 12 only under the conditions for an ongoing course and an updated PSP. |
ADI can be compatible with involuntary-unemployment support such as NASpI if all ADI conditions continue to be met. Payments count in the financial assessment under applicable rules: do not assume you will receive both benefits in full.
SFL is incompatible with public unemployment support, including NASpI. In an ADI household, some members excluded from the equivalence scale and not subject to activation obligations as parents may access SFL under its specific conditions. This does not mean that ADI and SFL are always compatible or always incompatible.
A single person aged 40 without disability or certified disadvantage with a programme does not automatically qualify for ordinary ADI after losing a job: NASpI or SFL may be worth checking under their respective conditions.
Section 18
Frequently asked questions
Quick answers that do not replace INPS assessment.
Does being unemployed automatically qualify me for ADI?
No. Under the ordinary rules, the household must include a minor, a person with a recognised disability, someone aged at least 60, or a person with certified disadvantage enrolled in a care and assistance programme. Financial, citizenship, residence and other INPS checks also apply. NASpI and SFL are different measures.
Must I wait a month without ADI before renewing in 2026?
There is no longer a mandatory one-month break. You must still submit a new claim from the month after the last instalment of the completed cycle. The first instalment of each renewal is 50% of the amount due; subsequent instalments follow the ordinary calculation while eligibility continues.
Do I need to sign another PAD to renew?
If the household is unchanged, except for births or deaths, INPS associates the previous PAD with the renewal and entitlement starts in the renewal application month. Other household changes require new SIISL registration and a new PAD: entitlement starts in the PAD signature month. For an initial claim, it starts in the following month instead. All cases remain subject to approval.
Which ISEE is required for ADI in 2026?
Under the ordinary rules, use the ISEE for specific family and inclusion benefits, applying the rules for minors where relevant. It must be valid and no higher than โฌ10,140. This does not replace the separate income and asset limits. A special exemption regime exists for certain specifically listed residence permits.
How much will I receive if my ISEE is zero?
A zero ISEE determines neither entitlement nor the amount by itself. INPS checks relevant household income, the ADI scale, any registered rent and all other conditions. The guide's examples are illustrative; the first instalment of a 2026 renewal is halved.
Can ADI and NASpI be received together?
They can be compatible, but all ADI requirements must still be met. NASpI counts in the financial assessment under the applicable rules: full payment of both amounts is not guaranteed. SFL has different rules and is incompatible with public unemployment support.
Can I wait if social services do not invite me?
No. For an initial claim, the first meeting must take place within 120 days of the PAD, including by contacting services yourself. At renewal, the clock restarts from the application or the new PAD where required, including for households exempt from work activation. Missing the meeting can suspend the benefit.
Can I start working while receiving ADI?
Starting work does not always end entitlement, but you must report it on time. For employment, submit ADI-Com esteso within 30 days of starting; for self-employment or a business, report before starting. The โฌ3,000 annual gross income disregard applies to the whole household and does not remove the reporting obligation.
