SFL 2026: Training and Employment Support in Italy

Check eligibility and follow applications, agreements and activities: the €500 payment depends on participation.

Important information

Percorso Cittadino helps you understand Italian administrative procedures but does not replace public authorities. Before submitting applications or making decisions, always verify the official institutional links provided on this page.

If you are aged 18–59 and want to apply for Italy's Supporto per la Formazione e il Lavoro (SFL, Training and Employment Support) in 2026, start with your household's eligibility and the activation pathway. The allowance is €500 a month only when the conditions are met and you actually participate in the required activities. It is not an automatic payment for everyone who is unemployed.

This guide explains what to check before applying, what DID, PAD and PSP mean, how to follow payments and how to prepare for a possible extension. Contact INPS, a patronato or your Centro per l'impiego (CPI, employment centre) for an assessment of your case. Percorso Cittadino provides information and does not receive applications or personal documents.

Section 2

Who can apply and personal conditions

SFL is an individual measure with financial checks on the household.

It is intended for members aged 18–59 of households that do not qualify for ADI. There is an exception for certain members of ADI households, explained in the comparison section. Age and unemployment alone are insufficient: eligibility must continue throughout the benefit period.

Working does not always exclude SFL, but income, availability, participation and reporting must meet the scheme's conditions. Another public unemployment allowance is incompatible.

If you are unemployed following voluntary resignation, exclusion lasts 12 months from resignation, except for resignation for just cause and mutual termination under the specific procedure in Article 7 of Law 604/1966. Not every mutual termination agreement qualifies for the exception.

Additional checks concern personal precautionary measures, preventive measures and relevant convictions, including plea bargains, in the preceding ten years. If a court order affects you, have the exact legal situation assessed; this guide does not determine the consequences of a criminal case.

Section 3

Citizenship, immigration status and residence

Check the exact status and your residence history, not just your current address.

  • Italian or another EU Member State's citizen.
  • Family member of an Italian/EU citizen holding a right of residence or permanent residence.
  • Non-EU citizen holding an EU long-term residence permit.
  • Beneficiary of international protection, or a stateless person with an equivalent permit.

You must have resided in Italy for at least five years, including the last two continuously. Moving your registered residence to Italy today, or being an Italian citizen living abroad, is not enough.

Continuity is interrupted by an absence from Italy of at least two consecutive months or at least four months in total within eighteen months. Serious, documented health reasons are an exception. Tell INPS or your patronato about relevant periods and keep supporting evidence.

An ordinary work or study permit is not equivalent to the listed statuses. Special ADI provisions must not automatically be extended to SFL: ask INPS for a specific check if your document does not fit the categories.

Section 4

2026 ISEE and household income

These are separate tests: a low ISEE alone does not prove the income condition.

SFL financial thresholds
TestRule
Valid ISEENo more than €10,140. In 2026 the ISEE for specific family and inclusion benefits applies.
Relevant household incomeBelow €10,140 a year multiplied by the ISEE equivalence parameter. Do not use the separate ADI scale.
DSU renewalKeep your ISEE valid and update the DSU when needed. If circumstances have changed, ask CAF/INPS whether you meet the conditions for an ISEE corrente.

The new 2026 indicator changes the calculation through main-home allowances and child-related adjustments. It does not remove the separate SFL restrictions on assets, the home and vehicles.

Relevant income follows specific rules on assistance payments, pensions and earnings not yet fully reflected in the ISEE. It is not necessarily your net salary or the ISEE figure. Updated income reporting may be required even with a valid DSU.

Illustrative example: with an ISEE parameter of 1, relevant household income must be below €10,140. Exactly €10,140 does not satisfy the income test. The ISEE limit itself, however, includes €10,140. INPS must also verify every other condition.

Section 5

Assets, your home and vehicles

Household assets, including assets abroad, count under the applicable definitions.

Asset conditions to check
ItemCeiling or condition
Real estateISEE-defined real estate assets no higher than €30,000, excluding the main home if its IMU value is no higher than €150,000.
Financial assetsNo more than €6,000 for one member, €8,000 for two and €10,000 for three or more. This is not just today's available bank balance.
Financial-asset increases+€1,000 for each minor beyond the second; +€5,000 for each member with a disability, or +€7,500 for severe disability/non-self-sufficiency, under ISEE classifications.
Cars and motorcyclesNo member may be registered as owner or have full availability of a car above 1,600 cc or motorcycle above 250 cc first registered in the preceding 36 months. Vehicles qualifying for disability tax relief are excepted.
Other assetsRestrictions also cover recreational boats/ships and aircraft under the prescribed conditions.

For financial-asset ceilings we follow Circular 77's inclusive ‘no higher than’ wording; the summary service page uses ‘below’. If you are exactly at a threshold, ask INPS to check the applicable provision and the amount actually assessed, without rounding the figures.

Section 6

Documents and information checklist

Use this reminder before opening the application or visiting a patronato.

  • Identity document, codice fiscale and digital identity for direct access: SPID, CIE or CNS as accepted by the INPS channel.
  • Valid ISEE/DSU, household composition, income and assets to declare, including changes not yet reflected in the indicator.
  • Residence permit/status where required, and residence/absence periods to check.
  • Current phone number and email for appointments and notices; payment details requested by the service, with account-holder details checked.
  • Current employment and other benefits; SFL-Com ridotto where required for existing work not fully reflected in the ISEE.
  • CV, any existing DID/PSP and at least three employment agencies or authorised intermediaries to contact.
  • If you are 18–29 and have not completed compulsory education, evidence of enrolment/attendance in the required pathway or the applicable exemption.
  • Submission receipts, PAD, PSP and activity details to retain after each step.

Section 7

How to apply to INPS

Submit the claim and keep the receipt, then complete activation.

  1. Open the SFL service

Sign in from the INPS website with an accepted digital identity. You may also use a patronato or authorised CAF; check that it offers the service.

  2. Check and declare your details

Review your household, eligibility, work, contacts and payment method. Make the DID and required authorisations; attach education evidence where required.

  3. Submit and save the receipt

Keep your application number and submission result. A form that has only been filled in has not necessarily been submitted.

  4. Follow the assessment and move to SIISL

Check notices, requests for information and eligibility checks. You may start preparing the PAD, but it becomes operative following a positive assessment.

Section 8

SIISL, DID, PAD and PSP: what to complete

Each acronym has a different function and a record to check in your case.

SIISL
Sistema Informativo per l'Inclusione Sociale e Lavorativa: the platform linking claims, activation and opportunities. Complete your CV and check contact details and notifications.
DID
Dichiarazione di Immediata Disponibilità: a declaration of availability for work and active labour-market measures. It is required in the procedure; check an existing declaration with the competent service.
PAD
Patto di Attivazione Digitale: the digital activation agreement on SIISL, operative after a positive INPS assessment. You identify at least three employment agencies or authorised intermediaries to contact and commit to attending the appointment.
PSP
Patto di Servizio Personalizzato: your personalised agreement with the CPI or competent accredited service. You confirm agency contacts and agree activities. An existing PSP may need updating/integration and should not be assumed automatically valid for SFL.

Appointments may be notified on SIISL, by email or by message. If instructions or records are missing, ask the employment service to check your registration and case handling. Do not use ADI's 120-day social-services deadline as the SFL deadline.

Section 9

Eligible training and activities

What matters is an agreed, recorded pathway, not simply enrolling on any course.

  • Training, vocational qualification and retraining, including GOL pathways covered by your PSP.
  • Specialist guidance, employment support and other eligible active measures, including applicable traineeship and self-employment support pathways.
  • Progetti utili alla collettività (PUC, community projects) and national civil service under their respective conditions.
  • Adult education needed to fulfil compulsory education obligations for the recipients concerned.

The service or provider must record the activity's start, participation and end in the systems feeding SIISL. If you find a course yourself, report it to the service handling your PSP and check that it is eligible and recognised in your pathway before treating it as qualifying for payment.

For 18–29-year-olds who have not completed compulsory education, enrolment in the required pathway is necessary for payment and attendance obligations must be met. Ask the CPI which evidence is needed and how education and other activities should be coordinated.

Illustrative example: completing the claim and PAD while waiting for a course to start does not mean a month is already payable. Buying an online course without coordination with the service does not guarantee the allowance.

Section 10

Amount, start date and payments

INPS pays €500 a month for recognised participation, within the duration limits.

INPS pays by monthly bank transfer, not on a Carta ADI. The amount is individual and is not automatically payable to every family member, and there is no additional SFL rent component. The benefit is exempt from IRPEF under the provisions explained in Circular 77.

The start date is linked to participation and recording of the activity's start after the PSP. For programmes already under way, an updated/integrated PSP may allow entitlement from the PAD date under INPS conditions. This does not guarantee backdating to the application date.

The circular explains that the monthly payment is not divided by days and is not doubled when you attend several activities in the same month. A month without a qualifying activity should not be assumed payable. The ordinary maximum is 12 monthly instalments.

Check claim and payment status with INPS, and activity records with your CPI/provider. Check the IBAN or payment method, ISEE and notices. We do not apply the ADI card calendar or promise a fixed transfer date for every SFL case.

Section 11

Extension after 12 months: conditions and timing

Up to another 12 months may be allowed, limited to the remaining duration of the ongoing course.

  1. Check your course before the final instalment

At the end of the first 12 instalments you must be attending a training course scheduled to finish later. A future enrolment or general availability does not meet this condition.

  2. Have the PSP updated on time

Ask the CPI to check that the update is linked to the course and registered during it, by the last of the first 12 instalments. It can be registered before the final month.

  3. Follow the transfer of information

INPS receives the extension information through SIISL. No new application is required for this extension; eligibility and participation remain necessary.

Illustrative example: if the course continues for three months after the twelfth instalment and the PSP has been registered correctly, extension may cover the eligible remaining duration. It does not automatically grant twelve extra months. A new course started after the cycle ends does not itself establish entitlement to extension.

Section 12

Attendance, confirmations and job offers

Stay in touch with the service and follow the agreed activities.

  • Take part in PSP activities and attend appointments. If you cannot attend, notify the service promptly and document a justified reason as instructed.
  • Confirm participation with the competent services at least every 90 days, including electronically where available. Missing confirmation leads to suspension; confirmation does not replace actual attendance.
  • Accept job offers meeting the statutory characteristics. Refusal without a justified reason can end the benefit.
Which job-offer characteristics should you check?

The rules cover full-time work or part-time of at least 60%, pay at least at collective-agreement minimums, permanent employment anywhere in Italy and, for fixed-term work including agency work, a workplace within 80 km of your home or reachable within 120 minutes by public transport. Where the household includes children under 14, including legally separated parents, the distance/time restriction also applies to permanent offers.

If you have doubts about the contract, distance or an obstacle to accepting, ask the competent service before refusing. This guide does not decide whether your particular offer meets the conditions.

Section 13

Starting work and reporting changes

Use SFL-Com forms; the income allowance does not remove reporting duties.

Main reporting duties while receiving SFL
EventAction
Starting employmentSFL-Com esteso within 30 days. Failure suspends payment; after three months from starting without reporting, entitlement ends.
Starting self-employment or a businessSFL-Com esteso by the day before starting, or entitlement ends. Update income by the 15th day after each quarter under the applicable rules.
Household composition changesUpdated DSU within one month of the change for an eligibility check.
Other eligibility/circumstance changesNotify INPS within 15 days unless a specific event has its own deadline, including newly acquired assets and other relevant facts.

The rules provide an allowance for new work income up to €3,000 gross a year, with the excess assessed under INPS instructions. Starting the activity must still be reported. For a job continuing into the next year, another SFL-Com may be needed by January until the full year's income is reflected in the ISEE.

Accepting a statutory job offer lasting from one to six months can suspend the benefit during employment, with possible resumption for the remaining period under the applicable conditions. Do not assume that wages and the allowance can be received in full together: have your contract, income and claim status checked.

Section 14

Suspension, loss of entitlement and problems

Read the reason: a missing activity, lost eligibility and an ended cycle require different responses.

Find the right check and contact
ProblemUseful next step
Claim under assessment or rejectedRead the notice and reason; check details and review deadlines with INPS or a patronato.
PSP/course missing from recordsAsk the CPI/provider to check registration, dates and transmission. Do not submit a duplicate claim to correct course data.
Missing 90-day confirmationContact the competent service to complete the obligation and check how INPS handles the suspension.
Extension suspendedCheck the actual PSP registration date and ongoing course: 90 days do not allow a late creation of the requirement.
Inconsistent ISEE or payment detailsCAF/INPS for the indicator; INPS for payment method and account-holder checks. Keep statements and receipts.

Entitlement may end if eligibility is lost, you miss appointments without justification, abandon or fail to participate in activities, fail compulsory attendance where required, unjustifiably refuse a qualifying offer or fail mandatory reporting duties.

False information or omissions may lead to revocation, recovery of payments and statutory consequences. A new application does not cancel the decision or guarantee reactivation. To challenge an outcome, follow the channels and deadlines in the official notice.

Section 15

SFL, ADI and NASpI: differences and incompatibilities

Using the same SIISL platform does not make these benefits equivalent.

Three different pathways
MeasureBasisPayment and duration
SFLPerson aged 18–59 meeting its own conditions and actually participating in activities€500 a month; up to 12 months, with conditional training extension up to another 12.
ADIHousehold meeting prescribed family/personal and financial conditionsAmount and duration follow ADI rules, including any rent component and renewal. Do not use these rules for SFL.
NASpIInvoluntary loss of eligible employment plus insurance/contribution conditionsAmount and duration follow NASpI rules; the SFL ISEE threshold does not apply.

The exception for an ADI household covers only members who choose to join the pathways, are not subject to the obligations under Article 6(4) of Decree-Law 48/2023 and are not counted in the ADI equivalence scale. The individual's position must be checked; it does not mean every adult in the household can add €500.

For ADI/NASpI compatibility, follow the ADI guide. Do not transfer another benefit's rules to SFL. If you have recently lost your job, also check NASpI application deadlines before choosing a pathway.

Section 16

Frequently asked questions

Quick answers on the steps and limits.

I am unemployed: do I automatically receive €500?

No. SFL has age, immigration status, residence, financial and other conditions. You must complete the application, DID, PAD and PSP and actually participate in eligible, registered activities. An accepted application alone does not trigger payment.

Which ISEE do I need for SFL in 2026?

You need a valid ISEE for specific family and inclusion benefits of no more than €10,140. Household income must separately be below €10,140 multiplied by the ISEE equivalence parameter. Asset and property conditions also apply.

Are DID, PAD and PSP the same document?

No. DID declares your availability for work and active labour-market measures. PAD is the digital activation agreement on SIISL. PSP is the personalised service agreement with the employment service, setting out your activities. An existing agreement must be checked and updated where necessary.

Do I need a new SFL application after 12 months?

No new application is required for the extension. At the end of the first 12 instalments you must be attending a course that continues beyond that point, with the PSP updated and registered on time. Payment may continue for the eligible remaining course duration, up to another 12 months; an extra year is not automatic.

Do I have 90 days after the deadline to update my PSP?

No. The 90 days are a suspension period before the claim is closed if the PSP information is missing. An update received late must still have been registered during the course and within the first 12 instalments. The transitional 2025 exceptions do not create a general extra deadline in 2026.

Can I receive SFL with NASpI or DIS-COLL?

SFL is incompatible with public income support for unemployment, including NASpI and DIS-COLL. Registration on SIISL does not make the benefits compatible. Once another unemployment benefit ends, SFL still requires its own application and all eligibility conditions.

Can someone in an ADI household also receive SFL?

Only in the permitted situations: members who voluntarily join the pathways, are not subject to the obligations under Article 6(4) of Decree-Law 48/2023 and are not counted in the ADI equivalence scale. INPS must check the individual's position; this is not general permission to combine benefits.

Can I choose a course myself?

You may find an eligible activity yourself, but you must report it and have it recognised in your pathway by the competent service. Attendance and start/end dates must be recorded in the systems. Independently choosing and paying for a private course does not itself establish SFL entitlement.

Official sources and verification limits

Relevant passages consulted on 16 October 2026; no personal claims or authenticated areas checked.

The 2023 instructions support procedural details that remain applicable; updated sources establish the amount, thresholds and extension rules. The Ministry's information supports the 2026 ISEE section. This information helps you prepare for the process; the outcome depends on INPS checks of eligibility and activities.
