Residence permit in Italy: where to start and how to follow your application

Find the right application route, prepare your documents and keep the details needed to track your case.

Important information

Percorso Cittadino helps you understand Italian administrative procedures but does not replace public authorities. Before submitting applications or making decisions, always verify the official institutional links provided on this page.

Applying for an Italian residence permit, or renewing one? Start with three details: your reason for staying, the type of application and the office responsible. These help you find the correct procedure before completing forms or paying fees.

This guide helps you organise the steps. Whether you meet the requirements depends on your circumstances and the rules for the specific permit.

Before completing forms or paying fees

Reason
Identify the exact reason for your stay.
Application
Distinguish first applications, renewals and other operations.
Office
Check the application route for your procedure.
Preparation
Record instructions, deadlines and documents in the checklist.

Section 1

Find your starting point

Start with your situation to identify which instructions to look for.

The first check for your situation
Your situationWhere to start
You are a non-EU citizen applying for or renewing a permitIdentify the exact reason for your stay and check the application route below.
You are an EU citizenStart with the residence rules for EU citizens, which follow a different route from the ordinary permit procedure described here.
You are a non-EU family member of an Italian or EU citizenFind the instructions specifically for family members; do not automatically choose the ordinary postal application for family reasons.
You are making a short visitCheck entry and short-stay rules first, including any formalities for declaring your presence. Do not automatically start a residence permit application.

A visa concerns entry; a residence permit concerns your stay. Receiving a visa does not complete the formalities after arrival. If another EU country issued your residence document, you still need to check which route applies in Italy.

Postal kit, Questura or Sportello Unico?

The Questura is the provincial police headquarters; its immigration office deals with residence permits. The Sportello Unico per l'Immigrazione, at the Prefettura, handles specific immigration procedures. Sportello Amico refers here to authorised post office counters accepting permit applications.

Study permits and many ordinary work permit renewalsThe official table lists applications accepted by authorised post offices. Check the operation too: first issue, renewal, conversion, update or replacement.
First entry for work or family reasons involving a nulla osta authorisationFollow the Sportello Unico instructions first, then confirm the next steps for the permit.
An application submitted directly to the Questura, including specific protection proceduresFollow the instructions from the responsible immigration office. The postal-kit steps do not describe these procedures.

Sportello Unico procedures include digital steps. Do not assume you must always attend in person: read the notices for your application and the current ALI portal instructions.

Section 3

Check deadlines before gathering documents

The general rule for applying after an entry that requires a permit is within eight working days of arrival. Identify the specific procedure immediately: the employment residence contract (contratto di soggiorno) has a separate fifteen-day deadline from entry. This is not a general extension for every permit application.

For renewal, plan to apply at least sixty days before expiry, following the instructions for your permit. If it has already expired, promptly contact the Questura or a qualified assistance service. Do not use this guide to calculate a supposedly safe period for delaying the application.

Section 4

If your application uses the postal kit

Follow these steps when your application requires a postal kit.

  1. Kit and instructions

Obtain the kit and instructions. Authorised patronato assistance organisations and participating municipalities offer free help with the forms.

  2. Application file

Prepare your file: forms, passport, copies, any previous permit and supporting documents for your application.

  3. Payments

    Check which payments apply.

  4. Submission

Submit the kit in person at an authorised counter, with the envelope open and the required identification.

  5. Receipt and appointment

Keep the receipt and appointment notice.

A checklist to complete before you go

Use this worksheet to record the instructions you receive. It does not replace the document list for your permit.

For example, a study application involves checks on enrolment, financial resources, accommodation and health coverage. Reusing a work-permit applicant's document list is not enough. Start with the EU information page on studying in Italy and compare it with your office's instructions.

Section 6

How much does it cost?

For a postal application involving an electronic permit, check these charges separately:

Individual charges to check
ChargeAmount stated in the sources consulted
Revenue stamp, or marca da bolloโ‚ฌ16
Electronic permit productionโ‚ฌ30.46
Postal serviceโ‚ฌ30
Permit contributionDepends on the permit type and duration; exemptions apply.

There is no single total for everyone. Exemption from the contribution does not automatically remove the other charges. Confirm the applicable amounts before paying.

Section 7

Receipt, appointment and application status

Keep the original receipt and a copy. The appointment notice may arrive at the counter or later. To track your case, use the official services linked by Poste: Portale Immigrazione for the postal stage and Polizia di Stato for the Questura stage, using your receipt codes. Prepare for the appointment using the notice's document list.

Section 8

Does the receipt let me work or travel?

These are separate checks. Working while an application is pending depends on the permit requested, the application and the applicable conditions. A receipt alone is not universal permission to work. If your receipt shows an expiry date while the case is still pending, do not assume that permission to work has automatically ended; ask for your situation to be checked.

Before booking travel, check your application type, the documents required for re-entry and any transit countries. Do not treat the receipt as a document that allows unrestricted travel throughout the Schengen area.

You can adapt this message for the official contact channel provided by the office. Use Italian if the office requires it; the Italian version of this guide includes a corresponding template.

Send identifiers only through the official channel and limit attachments to what is necessary. Do not post receipts, passports or application codes in public comments or on social media.

Section 10

Frequently asked questions

Clarify these points before continuing with your application.

Can I complete everything online?

Do not assume that completing an online form submits your application. The Portale Immigrazione service for preparing receipt details is optional and comes before submission of the paper kit. Other digital steps depend on the procedure.

Does a tax code or municipal residence registration replace a permit?

These are separate procedures. To organise related steps, see our guides to the Italian tax code for foreign citizens, residence registration and healthcare for foreign citizens.

Does a patronato decide whether I receive a permit?

No. Help with the forms prepares your application; the competent authority makes the decision.

Is this guide enough for an urgent or unusual case?

Use it to prepare the information to bring to the office. An expired deadline, an official decision, international protection or questions about your right to stay require an assessment of your individual situation.
