If you are aged 65 or over, or are applying for a child under three, Carta Acquisti can help with groceries, medicines and electricity or gas bills. Standard support in 2026 is €40 a month, credited as €80 every two months. Start with the form for the beneficiary's age and check every condition before signing.
This guide takes you from the ISEE check to applying at an authorised post office, renewing your declaration and resolving payment problems. It covers Italy's ordinary national Carta Acquisti scheme in 2026. It is separate from Carta Dedicata a Te and does not establish your individual entitlement.
Check these first
- Beneficiaries
- Under 3 or aged 65 and over
- 2026 ISEE
- Below €8,230.81 for both categories
- Standard amount
- €80 every two months; free card
- Application
- 2026 form and documents at Poste; renew the DSU annually
Section 1
Choose your form and next step
Distinguish the beneficiary from the person applying and using the card.
| Situation | Form and action |
|---|---|
| Child who has not yet turned 3 | B023/26: a parent or, where applicable, a foster carer/guardian applies; the child is the beneficiary |
| Person who has turned 65 | A022/26: check personal payments and income too; a different cardholder is entered in section 4 |
| Active card and continuing eligibility | Renew your DSU and check credits; keep the card and application reference |
| No child under 3 and no beneficiary aged 65+ | Low income alone does not qualify you for this card: see other routes in the Benefits area |
Section 2
Residence, citizenship and immigration status
Conditions apply to the beneficiary: in the child route, check the child's status.
The beneficiary must live in Italy and be registered in the population register (anagrafe). Eligible categories include Italian and EU citizens; non-EU family members of Italian or EU citizens with a right of residence or permanent residence; foreign citizens holding an EC/EU long-term residence permit; refugees and people with subsidiary protection.
A residence permit of any kind is not enough. For children, the forms allow the child's document or, in the specified cases where it is being issued, the parent's document. Enter the required details and ask INPS to check if your document does not match a category on the form.
Older applicants must also not receive publicly funded meals because they are in a long-stay care institution or prison. Simply living in a facility must not be treated as an exclusion broader than the declaration on the form.
Section 3
ISEE and income: 2026 thresholds
ISEE assesses the household; the older beneficiary's payment and income test is separate.
| Beneficiary | Valid ISEE | Payments and income to check |
|---|---|---|
| Child under 3 | Below €8,230.81 | No pension-income band: ISEE and asset conditions still apply to the child and relevant adults |
| Aged 65–69 | Below €8,230.81 | Below €8,230.81 a year |
| Aged 70+ | Below €8,230.81 | Below €10,974.42 a year |
Below means an ISEE of exactly €8,230.81 does not meet the threshold. Do not use the Carta Dedicata a Te or utility-bonus limit. Obtain an assessment for the correct beneficiary and household; for complex family circumstances, ask a CAF tax-assistance centre to help prepare the DSU (Dichiarazione Sostitutiva Unica).
For older applicants, do not look only at the net monthly bank deposit: the instructions require annual amounts from pension bodies, including tax-exempt payments, but excluding arrears. Where a payment depends on income, the relevant income must also be included. The form asks you to declare the combined amount: ask INPS or a CAF to check the supporting records before you sign.
Illustrative example: at age 72, an ISEE of €8,500 exceeds the ISEE limit even if your payments are below €10,974.42. The higher threshold does not replace the ISEE threshold.
Section 4
Assets, property, vehicles and utility accounts
A low ISEE does not remove the additional declarations required by the forms.
For an older beneficiary, checks concern them alone or together with the spouse entered on the form. For a child, they concern the child together with the applicant and the other parent exercising parental responsibility/foster carer listed. Do not check only what belongs to the cardholder.
| Item | Children: B023/26 | Age 65+: A022/26 |
|---|---|---|
| Domestic electricity | No more than 1 account | No more than 1 account |
| Non-domestic electricity | No more than 1 account | No accounts |
| Gas | No more than 2 accounts | No more than 1 account |
| Motor vehicles | No more than 2 | No more than 1 |
| Residential property | No more than 1 with an ownership share of at least 25% | No more than 1 with an ownership share of at least 25% |
| Non-residential property or cadastral category C7 | No ownership share of at least 10%, including abroad | No ownership share of at least 10%, including abroad |
| Financial assets (patrimonio mobiliare) | No more than €15,000 | No more than €15,000 |
Financial assets are assessed using the ISEE declaration, not just today's available balance. The forms also address foreign assets not already included, converted into euros at the exchange rate on 31 December of the year before the DSU. This is not permission to omit assets that must be declared. For property shares, check the holdings of the other relevant people too, rather than assessing each share separately.
Section 5
Amount, eligible purchases and restrictions
The card is free; standard support is €40 a month, credited every two months.
Standard instalments are €80. Twelve fully covered months amount to €480: this is arithmetic, not a guaranteed annual payment if you apply part-way through the year or lose eligibility. Any local supplements are separate from the national amount.
You can pay at grocery shops, pharmacies and para-pharmacies accepting the card on the Mastercard network, and pay electricity and gas bills at post offices. It is not a card for unrestricted spending: you cannot withdraw cash or top it up with your own money. Stay within the available balance and keep the PIN separately.
Participating shops may apply the scheme's 5% discount alongside ordinary promotions. That discount does not apply to medicinal products or healthcare co-payments (ticket): distinguish the discount from the ability to pay with the card.
Section 6
Documents to prepare before visiting Poste
Gather the attachments and information needed for the correct form.
- Form B023/26 or A022/26, completed and signed where required.
- The applicant's valid identity document: original and photocopy.
- A valid ISEE certificate for the beneficiary, including a copy; Poste accepts a provisional CAF certificate, subject to eligibility checks.
- Tax codes and registration details for the beneficiary, applicant and other people required by the form; relevant residence-document details.
- For an older beneficiary with a different cardholder: the original and copy of that person's identity document, and their acceptance signature in section 4.
- To complete declarations accurately: pension, income, asset, property, vehicle and utility information. These support your checks; they are not all mandatory attachments in every case.
- If acting as a guardian or foster carer, check the evidence of representation with the office. Keep a complete copy of the application.
Section 7
How to complete the two 2026 forms
The official forms remain in Italian. Quadro means section: the section numbers differ between forms.
| Part | B023/26: child | A022/26: older beneficiary |
|---|---|---|
| Quadri 1 and 2 | Applicant/cardholder, then the beneficiary child | Beneficiary, then spouse if married |
| Request and declarations | Choose a new card or credits to an existing card; in quadro 3 enter your role, any other responsible adult and the child's eligibility | Choose a new card or credits to an existing card; check all financial and personal declarations |
| Quadro 4 | Other parent exercising parental responsibility, foster carer or guardian where indicated | Different cardholder, if applicable, with their acceptance and signature |
| Additional information | Quadro 5: household, POD/power and contact number | Quadro 3: household, POD/power and contact number |
| Attachments and signature | Quadro 6 attachments; quadro 7 signature | Quadro 5 attachments; quadro 6 signature |
| Post-office section | Quadro 8: leave for the operator | Quadro 7: leave for the operator |
Use your registered residence, not a convenient mailing address. When requesting credits to an existing card, enter its number or the application reference as the form requires. If you print on separate sheets, sign or initial the first sheet in the space provided too. Read the information notice before signing: you are personally responsible for the self-certified statements.
POD identifies the electricity supply and appears on the bill together with contracted power. Poste's instructions say missing additional information does not prevent the card benefit if you meet its conditions. For bill discounts, follow the separate social-bonuses guide.
If physical difficulties prevent an older beneficiary from visiting Poste and using the card, the instructions allow a trusted person to become the cardholder through quadro 4. That person must accept and submit the application in person. This is not a general permission to lend the card. One person may normally act for no more than two beneficiaries, subject to the instructions' exceptions for court-appointed guardians and people acting in an official capacity.
Section 8
Apply, collect the card and receive the PIN
Submit the application at an authorised post office; it is not an online SPID application.
Check the form and attachments
Download the 2026 version from Poste or collect it at the counter. Check thresholds, signatures, identity documents and ISEE to prepare a complete application.
Submit it to Poste
The operator checks completeness and conformity and gives you a copy of the request. Keep its reference number: the receipt does not mean approval.
Wait for INPS checks
Poste forwards the application to INPS. If approved, an invitation to collect the card is sent to the address provided. If you have no outcome, use your reference and tax code to enquire about the case.
Collect and keep it securely
Bring the original invitation, a copy of the application and the cardholder's valid identity document. The PIN is sent separately to the address provided; use the card once you receive it.
Section 9
Renew your ISEE and maintain eligibility
An ordinary DSU expires on 31 December of the year it is submitted: plan to renew it in January.
INPS asks applicants and recipients to submit the new year's DSU as early as possible in January. Payments are suspended without a new valid DSU. If eligibility continues, renewing your ISEE is not the same as submitting a new card application every year.
The Poste instruction PDFs linked as 2026 still refer to 12-month ISEE validity. Do not use that wording to postpone renewal: the INPS page explicitly specifies 31 December expiry. An assessment obtained in October 2026 does not automatically cover you until October 2027.
If you lose eligibility, the card can be suspended or deactivated. If you subsequently meet the conditions again, INPS requires a new application for assessment: a new ISEE alone does not guarantee reactivation. For children, the age condition is under three; do not import the Bonus nido application-duration rules into Carta Acquisti.
For registration-detail changes or a new cardholder, INPS identifies separate forms for older beneficiaries and children, and directs change forms to the competent local INPS office. Ask which form applies to your case, distinguishing this from the first application at Poste.
Section 10
First credit, later payments and balance
Payment every two months does not mean the same payment date for everyone.
If approved, the card collected carries the amount due for the two-month period in which you applied. This does not establish back payments from the start of the year. You need the PIN to use it, and holding the card does not prevent subsequent checks.
Check your balance and transactions at Postamat ATMs and through official Poste services. Programme information and SMS activation are available on 800 666 888 from an Italian landline or +39 06 45 26 68 88 from a mobile/abroad, charged according to your operator. From the registered mobile, 800 130 640 lets you request the balance by SMS.
If a credit is missing, check your DSU, notices and actual balance first, then ask INPS about the benefit's status. The sources consulted provide neither a universal payment day nor a promise that all suspended instalments will automatically be recovered.
Section 11
Common problems and who to contact
Have your tax code, application reference, ISEE and notices ready. Never share the PIN.
| Problem | Check and next step |
|---|---|
| Application rejected or stalled | Ask INPS for the reason relating to your case; check age, residence, ISEE, payments and declarations. Ask Poste about attachments or the receipt. No single review deadline has been verified for every situation. |
| Missing, incorrect or expired ISEE | Contact a CAF or the INPS ISEE service about correcting the DSU. Distinguish renewal suspension from lost eligibility: the latter may require a new application. |
| Two vehicles or extra utility accounts in the older-person route | Take A022/26 and the INPS page to the responsible bodies and ask about the discrepancy before signing any inaccurate statement. |
| PIN missing or lost | Check the address and request a duplicate from Poste using the official form on its Carta Acquisti page. |
| Damaged card or declined payment | Check the balance and participating shop; request replacement of a faulty card at Poste. |
| Lost or stolen card | Block it immediately through Poste: 800 003 322 in Italy or +39 06 45 26 33 22 abroad. Keep the blocking reference, report the loss/theft to the authorities and request a replacement at the counter; the remaining balance transfers to the new card. |
The blocking numbers here follow the card operator Poste's current page, which differs from the INPS page. Use official channels: no intermediary can guarantee approval or needs your PIN to release a payment.
Section 12
Carta Acquisti versus Carta Dedicata a Te
Similar names do not make the eligibility rules or procedures interchangeable.
| Aspect | Carta Acquisti 2026 | Carta Dedicata a Te |
|---|---|---|
| Access | Application at a post office | INPS-municipality selection without an application; check the municipal notice |
| Beneficiaries | Children under 3 or people aged 65+, meeting the other conditions | Households selected under the scheme's criteria and priorities |
| ISEE | Below €8,230.81, plus other checks | No more than €15,000; this alone does not guarantee selection |
| Amounts and timing | €80 every two months while eligible | Amount and deadlines relate to the benefit year: see the dedicated guide |
Do not apply Carta Dedicata a Te's first-purchase deadlines, municipal lists or spending rules to Carta Acquisti. For combining support, check the other scheme's exclusions too: meeting one card's conditions does not prove that both can be received together.
Section 13
Checklist for your appointment
Use this to prepare your checks, not as a certificate of entitlement.
- I have selected B023/26 or A022/26 for the beneficiary's age.
- My ISEE is valid and below the limit; for an older beneficiary I have separately checked payments and income.
- I have checked financial assets, property shares, vehicles and utility accounts for the required people.
- If the older-applicant form discrepancy affects me, I have asked the bodies for clarification before signing.
- I have prepared originals, copies, details and signatures, leaving the operator's section blank.
- I will keep the receipt and reference and renew the DSU in January.
Section 14
Frequently asked questions
Questions to resolve before applying or renewing your declaration.
Are Carta Acquisti and Carta Dedicata a Te the same?
No. Carta Acquisti requires an application at a post office and checks on personal circumstances, ISEE and assets. Carta Dedicata a Te uses INPS-municipality selection without an application, under separate criteria, funding and deadlines. A low ISEE does not guarantee both.
Does the ISEE limit rise to €10,974.42 at age 70?
No. In 2026 your ISEE must remain below €8,230.81 even from age 70. Only the separate threshold for the payments and income to be checked rises to €10,974.42.
Can I apply for Carta Acquisti without an ISEE?
You need a valid ISEE relating to the beneficiary. Poste also accepts a provisional CAF certificate with the initial documents, but this does not remove the ISEE check. There is no guaranteed minimum payment without an ISEE.
Must I apply again every January?
If the benefit continues and you remain eligible, renew your DSU for the new year: this is separate from a new card application. After losing eligibility, INPS requires a new application to establish whether you meet the conditions again.
Is the card always credited on the same day?
The standard payment is €80 every two months. The sources consulted do not set one guaranteed payment day for everyone. Check your balance, ISEE validity and notices before asking INPS about the eligibility checks.
Can I withdraw the €80 or top up the card?
No. You cannot withdraw cash or add your own money. Postamat ATMs let you check your balance and transactions; eligible purchases and bills are paid through the channels specified by Poste.
Section 15
Official sources and verification limits
National rules for 2026; relevant passages consulted on 13 October 2026.
The INPS information page, Poste page and official 2026 MEF/INPS forms distributed by Poste were compared. The MEF website returned HTTP 403, so its content is not claimed as directly verified. Differences concerning older applicants' limits, ISEE validity and contact numbers are explained in the relevant sections. No personal application or authenticated case was checked.
- Poste — Carta Acquisti: application, use and support (Italian)Amounts, documents, collection, PIN, balance and blocking; requirements compared with the 2026 forms. Blocking contacts follow the card operator Poste, whose numbers differ from the INPS page. No personal application made. Consulted: 2026-10-13.
- INPS — Carta acquisti (Italian)2026 thresholds, DSU renewal, assessment and loss of eligibility. The page gives older applicants different vehicle and utility limits from form A022/26: the guide discloses this discrepancy without deciding individual eligibility. Consulted: 2026-10-13.
- Form B023/26 — children under 3 (Italian PDF)Eligibility declarations and fields in the official 2026 form hosted by Poste read. The beneficiary is the child; do not apply these limits to older applicants. The PDF retains some historical layout labels. Consulted: 2026-10-13.
- Form A022/26 — people aged 65 or over (Italian PDF)2026 thresholds, asset declarations and form fields read, including visual inspection. Vehicle and utility declarations are stricter than the INPS page: do not sign statements that are untrue. Consulted: 2026-10-13.
- B023/26 instructions — child applications (Italian PDF)Sections 1–8, representative, attachments and signature. The reference to 12-month ISEE validity is superseded by INPS guidance on 31 December expiry; it is not repeated as a current rule. Consulted: 2026-10-13.
- A022/26 instructions — age 65+ applications (Italian PDF)Income, payments, spouse, a different cardholder and documents. ISEE validity updated using INPS; no advice on individual income calculations. Consulted: 2026-10-13.
- INPS — Carta Dedicata a Te: no application (Italian)Targeted comparison: a separate scheme, selection without an application and its own ISEE threshold. Not a new complete review of the Carta Dedicata a Te guide or a guarantee of compatibility. Consulted: 2026-10-13.
