Social bonuses for electricity, gas, water and TARI

From your DSU to the discount: find your route, gather documents and check the correct year.

To access economic-hardship social bonuses, start with the year's DSU and ISEE attestation. You do not submit a separate application for every bill, but your household and utility accounts must also meet the conditions. The electricity bonus for life-support equipment requires its own application, without an ISEE threshold.

For TARI, keep two years separate: the national waste bonus paid in 2026 uses the 2025 ISEE and reduces 2025 TARI expenditure; the 2026 ISEE feeds into the bonus for 2026 TARI paid in 2027. Municipal reductions remain a separate route.

This guide helps you prepare the information and find the responsible office. It does not determine your individual entitlement or replace INPS, your Comune, the provider or professional assistance.

Section 2

Choose your route

Check the ISEE year, account holder and type of service.

  1. Do you use life-support medical equipment?

    Follow the disagio fisico section even if your ISEE exceeds the economic threshold. Disability status alone is not enough.

  2. Are you seeking an economic-hardship utility discount?

    Check the year's ISEE attestation, dependent children and contracts. A qualifying ISEE does not fix an ineligible account holder.

  3. Do you pay for gas or water through your condominium?

    Use the indirect-supply route: payment may arrive separately from a personal utility bill.

  4. Are you checking TARI?

    Write down the ISEE attestation year, the TARI year and the payment year. Then check municipal reductions separately.

Section 3

Which DSU and ISEE do you need?

The attestation year differs from the year of the income declared.

For 2026 economic-hardship bonuses, check your ISEE ordinario: up to €9,796 for households with fewer than four dependent children, or up to €20,000 with at least four dependent children. Four household members does not mean four dependent children.

A 2026 DSU records the household at submission and normally uses 2024 income and assets held on 31 December 2024. It produces a 2026 ISEE, not a 2024 ISEE. The attestation remains valid until 31 December of the DSU year. INPS allows up to ten working days from receipt to make it available.

The new 2026 ISEE for specified family and inclusion benefits applies to the measures listed by INPS, including ADI, SFL, Assegno unico, nursery support and newborn support. Do not transfer those rules to ARERA bonuses. If your circumstances have changed, ask INPS or a CAF whether you qualify for an ISEE corrente and what effect it would have.

Section 4

Check the account holder and supply

Electricity, gas, water and waste do not share identical conditions.

A household can receive one economic-hardship bonus for each service if it meets the conditions. Multiple contracts for the same service do not multiply the benefit.

  • Direct supply: the contract must be in the name of someone in the ISEE household. A landlord's contract outside that household does not become eligible through your DSU.
  • Electricity: domestic use, with the supply active or temporarily suspended for arrears.
  • Gas: natural gas for domestic cooking, hot water or heating, with a meter no larger than class G6; the supply must be active or temporarily suspended for arrears. Do not extend this bonus to bottled LPG.
  • Direct water: resident domestic use, with the supply active or temporarily suspended for arrears.
  • TARI: a domestic account held by an ISEE household member, with expenditure for the subsidised year. Use the waste bonus's own address rules.

Section 5

How much is the discount?

A national percentage calculation is not a percentage off your own total bill.

For electricity, the calculation targets 30% of a typical customer's expenditure, including taxes. The ordinary amount is shown above and distributed across billing periods. Do not multiply your own bill by 30%.

For gas, the calculation targets 15% of typical expenditure excluding taxes. The value varies with household size, use, climate zone and quarter. Check ARERA's table for the period: when consulted on 11 October, the page displayed Q3 2026, so no Q4 amount is promised here.

Water support covers 50 litres per person per day: 18.25 m³ per person per 365-day year, valued at the eligible water-supply, sewerage and treatment tariffs. There is no single nationwide euro amount.

Section 6

TARI: separate ISEE, expenditure and payment years

The national waste bonus is automatic, but it is paid the following year.

The 25% applies to one domestic account per household and year. Its base is calculated before individual local reductions and includes equalisation components, but excludes VAT where applicable, TEFA, other charges and earlier-year adjustments. The benefit cannot exceed actual expenditure. No TARI expenditure for that year means no bonus.

Where there is a single domestic account, an address differing from registered residence does not by itself exclude the bonus. With multiple accounts, the provider follows ARERA's priorities, starting with the home stated in the DSU. Do not automatically apply water's resident-use condition.

Watch late-year DSUs: ARERA gives an example of a DSU submitted on 22 December 2025 with an attestation issued on 3 January 2026, resulting in payment in 2027. Keep both dates: a December DSU receipt alone does not guarantee a 2026 credit.

The UR3 line funds the scheme; it is not your personal discount. Additional municipal reductions may have different applications, deadlines and conditions. Find your Comune's TARI regulation and ufficio tributi rather than assuming the DSU also triggers those reductions.

Section 7

Shared gas and water supplies

Indirect supplies may involve letters and payments outside your own bill.

Central heating gas
The condominium must have an active natural-gas supply heating domestic homes. If asked, obtain the 14-digit PDR from the administrator and reply through the channel stated in the letter. Following successful checks, you receive instructions to collect a bonifico domiciliato at Poste.
Shared water supply
The supply must be active. For automatic identification, the household also needs an active domestic electricity contract. The water provider pays separately from the bill by cheque or another traceable method within 60 days of receiving the SII information, rather than within 60 days of your DSU.

Section 8

Life-support equipment: a dedicated application

The disagio fisico bonus needs no low ISEE and is not triggered automatically by the DSU.

  1. Obtain the specific ASL certificate

    It must certify the serious health condition, the need for life-support equipment, its type, daily usage hours and installation address. A civil disability certificate alone does not replace it.

  2. Prepare the form and supply details

    Use modulo B linked by ARERA, identity documents and tax codes for the applicant and patient if different, plus the bill's POD and power rating. If someone applies on your behalf, check the delegation form, allegato D.

  3. Apply to the responsible Comune or designated body

    Use the municipality where the electricity account holder resides, even if the patient is someone else. Ask which CAF or other bodies are authorised locally, and keep the receipt.

The band depends on power, equipment and certified usage hours. Annual 2026 values range from €142.35 to €463.55. SGAte determines the amount; missing equipment or usage-hour details in the ASL certificate may lead to the lowest band. Credits are spread across bills, generally starting within two months of the application after checks, and continue while equipment is used and the conditions remain satisfied. Tell the seller promptly when use stops.

You can also receive the economic-hardship bonus if you qualify for it. The two procedures remain separate.

Documents and details to gather

Prepare a file for the responsible bodies; do not upload personal documents to this website.

  • DSU, receipt and ISEE attestation showing year, date, reference number, household and any omissions/discrepancies; use INPS/CAF's document list to prepare.
  • A recent bill: account holder and tax code, electricity POD or gas PDR, use, power/meter class, provider and customer number.
  • TARI notices for the subsidised and payment years, account code, account holder and details of reductions or offsets.
  • For a condominium: administrator's contact details, shared PDR and letters received; for water, the household's domestic electricity contract.
  • For disagio fisico: ASL certificate, modulo B, identity documents/tax codes and delegation where required.

Section 10

Official steps for economic-hardship bonuses

The DSU starts the process; then check the attestation and account matching.

  1. Submit the year's DSU

    Use INPS's Portale unico ISEE or a CAF. With the pre-filled service, check the confirmations, corrections and authorisations required from adult household members.

  2. Download and check the attestation

    Check the household, amount and year. Ask INPS/CAF how to resolve omissions or discrepancies. A submission receipt is not the ISEE attestation.

  3. Check the contracts

    Compare tax codes with household members, and check supply use and status. Data is transmitted to the responsible bodies to identify eligible supplies; do not send a generic application to every seller.

  4. Check credits and correspondence

    Keep bills, answer shared-gas requests and use the year comparison for TARI. Submit a new DSU the following year for economic-hardship renewal.

There is no single countdown for all the measures.

Economic-hardship electricity, gas and water bonuses last 12 months; submit a new DSU each year for renewal. This duration does not turn the TARI bonus into twelve monthly discounts or impose ISEE renewal on the disagio fisico bonus.

ARERA lists 800 166 654 for consumer guidance on bonuses. Have the reference number and supply details ready; use official contact details on the bill or body's website. For TARI, omissions/discrepancies do not always mean automatic exclusion: the provider may request supporting documents. Do not stop a payment on the assumption that the discount has already been recognised.

Frequently asked questions

These answers keep each measure's rules separate.

Do I need to apply for every social bonus?

For economic-hardship bonuses, submit a DSU each year: recognition follows automatic checks. The electricity bonus for life-support equipment requires a separate application to the Comune or its designated body. Municipal reductions have their own procedures.

What is the ISEE threshold in 2026?

From 2026, the ordinary threshold is €9,796; it is €20,000 for households with at least four dependent children. The TARI bonus paid in 2026 instead uses the 2025 ISEE: €9,530, or €20,000 with at least four dependent children.

Does my 2026 ISEE give a discount on 2026 TARI?

If the requirements are met, yes, but the bonus for 2026 TARI is paid in 2027. The payment made in 2026 concerns 2025 TARI and the 2025 ISEE. Keep the year being subsidised separate from the payment year.

The bill is in my landlord's name. Is my ISEE enough?

For a direct supply, the account holder must belong to the ISEE household. If your landlord is outside that household, your ISEE does not automatically make their contract eligible. Shared gas and water supplies follow different routes.

Does the electricity bonus cover 30% of my bill?

The 30% refers to a typical customer's expenditure, rather than your own bill total. Ordinary annual amounts in 2026 are €146.00, €186.15 or €204.40, depending on the number of household members.

Can I combine economic hardship and disagio fisico bonuses?

Yes, if you meet each measure's requirements. Disagio fisico does not depend on ISEE and is not triggered by the DSU alone: you need an ASL certificate and a dedicated application.

Will the bonus arrive immediately after my DSU?

No. ARERA indicates around 3–4 months from the ISEE attestation for direct electricity and gas supplies, and around 6–7 months for direct water supplies. Shared-supply payments and TARI follow different routes. These are indicative times, not a promise about your case.

Do TARI arrears automatically disqualify me?

No. Under ARERA's rules, the provider may offset the bonus against earlier arrears after issuing the required payment reminder stating this intention. Ask for the offset details; a missing cash payment does not necessarily mean you were excluded.

Must I renew the medical-equipment bonus every year?

It does not follow the annual ISEE renewal: it continues while the life-support equipment is used and the conditions remain satisfied. Tell the electricity seller promptly when its use stops and have relevant changes checked.
