Buying a home, renovating it, improving energy efficiency and furnishing it involve different Italian tax incentives. Start with who pays, their legal relationship to the property and the actual work: the marketing term ‘bonus casa’ does not establish eligibility.
Position at 31 October 2026: ordinary renovation, Ecobonus and Sismabonus relief is 36% in 2026, rising to 50% for owners or holders of qualifying rights in a main home who meet the conditions; the legislated 2027 rates are 30% and 36%. The 2027 budget proposals are not yet final law: recheck enacted provisions, effective dates and guidance before committing to or paying for work.
The checks that matter
- Work paid for in 2026
- 36% ordinary relief; 50% only if enhanced-rate conditions are met
- Work paid for in 2027
- 30% / 36% under enacted law; recheck the budget legislation
- Renovation
- €96,000 expenditure cap per unit; ten annual instalments
- Furniture in 2026
- 50% on up to €5,000; linked eligible renovation required
Section 1
Purchase taxes, tax relief and grants: choose your route
Prima casa reduces taxes on purchase; building incentives reduce income tax; reduced VAT affects the invoice. Rent grants have separate application procedures.
- Prima casa purchase relief
- Reduced registration tax or VAT on an eligible purchase, claimed in the notarial deed. It is not a deduction of the home's purchase price on your 730 return.
- Detrazione: reduction of tax
- Reduces gross tax within the applicable limits. Building incentives are normally spread over ten years, requiring eligible costs and enough tax liability to use the relief.
- Deduzione: deduction from income
- Reduces taxable income rather than tax directly. This is not the usual mechanism for renovation, Ecobonus or furniture incentives.
- Cash grant
- Funding awarded by an authority under a specific scheme. It is not interchangeable with tax relief and may have rules on combining support.
This guide mainly concerns individuals and property in Italy. Non-residents may qualify if subject to Italian tax and meeting the relevant conditions; this does not automatically create a credit usable in their country of residence. Business property and IRES taxpayers require the specific Ecobonus rules.
Section 2
2026 and 2027 rates: enacted law and proposals
Ordinary renovation, Ecobonus and Sismabonus rates are 36% in 2026, potentially rising to 50%. The legislated 2027 rates are 30% and 36%: proposed extensions must become law before they apply.
| Incentive | 2026 | Legislated 2027 rate | Cap and recovery |
|---|---|---|---|
| Renovation | 36%; 50% if enhanced-rate conditions met | 30%; 36% if enhanced-rate conditions met | €96,000 expenditure per unit; 10 instalments |
| Ecobonus | 36%; 50% if enhanced-rate conditions met | 30%; 36% if enhanced-rate conditions met | Category-specific cap; 10 instalments |
| Ordinary Sismabonus | 36%; 50% if enhanced-rate conditions met | 30%; 36% if enhanced-rate conditions met | Generally €96,000 expenditure per unit; 10 instalments |
| Furniture and major appliances | 50% on expenditure up to €5,000 | Extension for new purchases not yet established | Maximum €2,500 total relief for 2026; 10 instalments |
Legislative Decree 117/2026 also consolidated income-tax legislation, with application from 1 January 2027. Articles 371–373 retain the temporary incentive rules. New article numbers or repeal of the old provisions should not be read as automatically abolishing the relief.

Section 3
Buying: prima casa relief and deadlines
Eligible first-home purchases normally attract 2% registration tax, or 4% VAT if the sale is subject to VAT. A low ISEE is not a general requirement; cadastral classification, ownership and residence have their own conditions.
| Sale | Main tax | Other taxes |
|---|---|---|
| Private seller or VAT-exempt business sale | 2% registration tax, minimum €1,000 | €50 mortgage tax and €50 cadastral tax |
| Business sale subject to VAT | 4% VAT on the price | Registration, mortgage and cadastral taxes: €200 each |
- The dwelling must not be in cadastral categories A/1, A/8 or A/9. Qualifying ancillary units are limited to one in each category C/2, C/6 and C/7.
- Residence in the property's municipality, or an undertaking to move there within 18 months of purchase, unless another statutory connection applies, such as working in that municipality. Living in the particular property purchased is not always required.
- No disqualifying rights over another dwelling in the same municipality or previous subsidised purchases elsewhere in Italy, as covered by the declarations to the notary. Shares, bare ownership, inherited property and spouses need individual checks.
- If using the exception for someone who already owns a home purchased with relief, sell that home within two years of the new purchase: Law 207/2024 extended the previous one-year deadline. Ask the notary how this applies to older deeds and ownership shares.
The registration-tax base may use the prezzo-valore cadastral-value system where available and requested: do not always calculate 2% of the sale price. Keep the deed, declarations, payment records and evidence of the residence move or other qualifying condition.
A different deadline matters if you sell or give away the home within five years: relief can be lost unless an exception applies, including purchasing another property to use as your main home within one year. That one-year period has not automatically become two. Loss of relief can mean additional tax, interest and penalties: ask your notary about timely corrective action.
The framework checked here does not provide a general under-36 tax exemption for new purchases in 2026/2027. The mortgage guarantee fund is a different instrument: it is neither a tax exemption nor evidence of eligibility for renovation incentives.
Section 4
Owners, tenants and family members: who can claim?
The person paying must have an eligible legal basis and evidence of the cost. The enhanced 50% rate in 2026 and legislated 36% rate in 2027 are reserved for owners or holders of qualifying property rights in a main home: living there is not enough.
| Claimant | Essential conditions | Enhanced rate |
|---|---|---|
| Owner or bare owner | Own expenditure, eligible work, records and conditions | Possible if the required main-home use is met |
| Holder of usufruct, use, habitation or superficies rights | Qualifying right in the property and actual expenditure | Possible with the same main-home conditions |
| Tenant or borrower under a comodato free-use agreement | Registered agreement at work start or earlier payment; owner's consent | Not on that basis alone: 36% in 2026, legislated 30% in 2027 |
| Qualifying cohabiting relative or partner | Cohabitation established by work start or earlier payment; invoices and expenditure borne personally | No, unless also an owner or holder of a qualifying right |
| Condominium participant | Allocated costs paid; administrator's certificate | Checked for each claimant and their unit, not the entire building |
Eligible cohabiting relatives include a spouse, civil-union partner, relatives within the third degree and relatives by marriage within the second, subject to the conditions. A qualifying de facto cohabiting partner may also claim. Having your name on an invoice does not replace the cohabitation or property-availability requirement.
The enhanced rate requires ownership or the qualifying property right when work begins, or when payment is made if earlier. Main-home use can be established by completion of the work. Here the relevant concept is habitual residence of the taxpayer or their family under Agency guidance; where the taxpayer and family occupy two different homes, do not assume both qualify for the enhancement. Ancillary units can also qualify under the prescribed conditions.
Other properties retain ordinary relief if the work is otherwise eligible. A property bought with prima casa purchase relief is not automatically the main home for building relief or automatically exempt from IMU.
If several people pay, allocation must reflect actual expenditure and be recorded, with any share annotation made from the first claim year. A relative cannot simply take over the relief because the original claimant lacks sufficient tax liability.
Section 5
Renovation: eligible work and the €96,000 cap
Bonus Casa covers eligible improvement of residential property and ancillary units. The €96,000 cap is expenditure per unit, shared between claimants and adjusted for continuing work.
- For an individual dwelling: extraordinary maintenance, restoration, conservation and building renovation. Painting or replacing finishes alone, if merely ordinary maintenance, is insufficient.
- Ordinary maintenance also qualifies on common parts of residential buildings. The condominium administrator documents allocation and amounts.
- Specific categories include protection against unlawful acts, accessibility improvements, accident prevention, asbestos removal and energy saving. A technician should classify the actual work; the supplier's description on a quotation is not conclusive.
- Directly related professional and technical costs, authorisations and VAT borne by the claimant may qualify. New construction is generally outside the scheme, except specific cases such as qualifying ancillary garages.
For 2026 expenditure, the theoretical maximum relief is €48,000 at 50%, or €34,560 at 36%, on €96,000 of eligible costs. For 2027, enacted law provides €34,560 at 36% or €28,800 at 30%. Tax capacity and other limits can reduce actual recovery.
If work continues a project started in an earlier year, previously counted costs reduce the remaining cap: 1 January does not automatically reset it. A dwelling and its ancillary units do not each create a separate allowance for the same project. Have independent projects and common-part costs checked with the technician and tax adviser.
Stand-alone fossil-fuel boilers are excluded for expenditure from 2025 under the incentives discussed here. Check each technology's own rules; do not assume that every hybrid system qualifies automatically.
Section 6
Ecobonus: energy requirements and separate caps
Ecobonus is not available for every project promising energy savings. Existing-building requirements, category-specific technical standards and ENEA procedures apply; caps may limit tax relief rather than expenditure.
| Work | Maximum total tax relief | Key check |
|---|---|---|
| Whole-building energy renovation | €100,000 | Whole-building energy objectives and specific standards |
| Replacement windows and frames | €60,000 | Replacement in an existing heated building; thermal performance and costs |
| Replacement with qualifying heat pumps | €30,000 | Existing system, efficiency, cost limits and records |
Rates are 36% ordinary or 50% enhanced in 2026, with 30% or 36% legislated for 2027. A tax-relief cap is different from expenditure: a €60,000 relief ceiling does not mean any €60,000 invoice is fully recoverable. Technical cost limits and shared-category caps still apply, for example when windows and insulation fall within the same category.
Other categories include insulation, solar shading and solar thermal collectors: use the ENEA guide for the actual work. Heat-pump guidance updated on 23 September 2026 distinguishes work started from 4 February 2026, which has additional requirements. Do not choose a scheme solely by comparing percentages.
Prepare the professional certification or supplier declaration allowed for the category, any required energy performance certificate (APE), technical data, conformity evidence and cost-compliance documents. Simplified paperwork does not remove technical requirements. Do not also claim renovation relief on the same cost.
Section 7
Furniture relief in 2026: linked work, purchases and payment
Eligible 2026 purchases receive 50% relief on up to €5,000, in ten annual instalments. Qualifying renovation must have started on or after 1 January 2025 and before the goods were purchased.
- The furniture claimant must be the taxpayer entitled to relief on the linked renovation. If one spouse pays only for work and the other only for furniture, this does not automatically give the second spouse furniture relief.
- Prove that work started before the goods were bought, through the building permit, required notification or an allowed substitute declaration. The renovation payment itself need not precede the furniture purchase.
- New furniture and new major appliances: at least class A for ovens, E for washing machines, washer-dryers and dishwashers, and F for fridges and freezers where energy labelling applies. Properly paid delivery and assembly costs can qualify.
- The €5,000 cap covers a property and its ancillary units. For work begun in the previous year, account for already subsidised purchases linked to that project. The cap is not per family member.
- Pay by bank transfer or debit/credit card. Cash and cheques are not allowed; a bonifico parlante is not compulsory. Keep a detailed invoice showing the goods' nature, quality and quantity and the payment evidence.
Maximum theoretical relief is €2,500 in total, or €250 a year for ten years. Check ENEA reporting for the listed appliances. At 31 October an extension for new purchases in 2027 is not treated as enacted; remaining instalments for eligible earlier purchases are a separate matter.
Section 8
Seismic work, accessibility, garages and renovated properties
Other incentives have separate conditions. Ordinary Sismabonus follows the stated 2026/2027 rates; the special 75% accessibility scheme is not a general benefit for new 2026 expenditure.
- Ordinary Sismabonus
- Qualifying work in seismic zones 1, 2 and 3, with the prescribed design, certification and filings. For 2026: 36% or enhanced 50%; for 2027: 30% or 36%. The cap is generally €96,000 per unit; costs from 2024 are recovered over ten instalments. Historical 70–85% rates do not automatically apply to new expenditure.
- Accessibility improvements
- Under the legislation checked, special 75% relief covers costs incurred up to 31 December 2025. New 2026/2027 work may qualify under ordinary renovation relief if the work and technical conditions are met. Distinguish new expenditure from instalments for earlier expenditure.
- Ancillary garages and parking spaces
- Construction or purchase of a newly built garage linked to the dwelling may qualify. On purchase, only the developer's certified construction costs qualify, not the full price. Evidence of the ancillary link, proper documents and the prescribed payment are required. Buying an existing used garage does not give the same benefit.
- Homes in entirely renovated buildings
- Where a developer or cooperative restores, conserves or renovates an entire building and sells or allocates the unit within 18 months of completion, the deemed cost is 25% of the price including VAT, within the applicable cap. This is not 50% relief on the entire purchase price. Check the rate, deed date and enhanced-rate conditions.
Renovation and seismic work on the same property can share a spending cap. Ask for a technical and tax allocation instead of automatically adding allowances. Sismabonus acquisti for property purchases has additional developer, construction and deed requirements.
Superbonus, post-earthquake reconstruction relief and transitional regimes are not generally available alternatives for a new ordinary project. Any territorial exceptions or rights linked to earlier authorisations need a dedicated assessment.
Section 9
Reduced VAT: check the invoice and contract
The 10% VAT rate for certain residential work is separate from IRPEF relief. It does not automatically apply to every supply, professional fee or the full value of significant goods.
For ordinary and extraordinary maintenance on predominantly private residential buildings, 10% VAT applies to services and, subject to conditions, goods supplied under the works contract. Some of the value of significant goods, such as windows or sanitary fittings, may remain at 22%; the invoice must allow the calculation to be checked.
For maintenance, materials purchased directly by the customer and professional services do not automatically attract 10% VAT. Restoration, conservation and building renovation have further rules, including for certain finished goods bought directly. Ask the contractor to specify the work category and separate values.
VAT actually borne by you can form part of the eligible cost where the underlying expense qualifies. Reduced VAT alone does not establish entitlement to income-tax relief: both conditions must be checked separately.
Section 10
Mortgage interest and estate-agent fees
Interest on an eligible mortgage can qualify for 19% relief, with different caps for buying and building. Repayment of loan principal and any ordinary loan for furniture or repairs do not qualify on that basis.
| Expense | Cap | Main conditions |
|---|---|---|
| Eligible interest and associated costs on a main-home purchase mortgage | 19% on up to €4,000 a year in total | Being both buyer and borrower; purchase within one year before or after the mortgage; normally main-home use within one year |
| Interest on a mortgage for building or qualifying substantial renovation of the main home | 19% on up to €2,582.28 a year in total | Owner or holder of a qualifying right and borrower; mortgage within six months before or eighteen months after work starts |
| Estate-agent fee for buying a main home | 19% on up to €1,000 in total | Buyer's documented expense, traceable payment; cap shared between co-owners |
For a construction mortgage, main-home use must begin within six months of completion. Qualifying renovation must fall within the specified legal category, not just any maintenance. A purchase mortgage for a home undergoing renovation has specific conditions and timing, including up to two years to establish habitual residence. Older loans, work-related moves and joint mortgages require separate checks.
Keep the mortgage contract, purchase deed or property title, annual interest certificate, payment evidence and construction-cost documents. The theoretical maxima are €760, about €491 and €190 respectively, before ownership shares, tax capacity and income limits. Do not combine them without checking compatibility.
Section 11
Traceable payments and bonifico parlante
Individuals normally need a dedicated bonifico parlante transfer for eligible works; a card or ordinary transfer is not equivalent. Payment year, names and evidence determine the correct claim.
Select the bank's transfer option for the correct incentive
Use the dedicated bank or postal transfer for renovation or energy improvement. Enter the purpose and legal reference, claimant's tax code and supplier's VAT number or tax code, identifying the invoice. For 2027 payments, check updated legal references after the consolidation.
Align claimants, invoices and shares
Where several people claim, document who bears each cost. The debited bank account alone does not resolve every naming issue: have any invoice annotations checked before the first return.
Keep evidence of the completed payment
A saved instruction that was never executed does not prove payment. Under the cash basis for individuals, the payment-order date matters under Agency guidance, rather than just the invoice date. For common parts, check the administrator's supplier payment and the owner's contribution by the required deadline.
Handle exceptions and mistakes
Planning charges, stamp duties and official fees may use the authority's prescribed channels. For an incorrect works transfer, check whether to repeat it correctly or whether the Agency's specific documentary remedy applies. A supplier's declaration is not a universal cure.
Furniture and major appliances can be paid for by transfer or card. Keep the required traceable evidence for mortgage and estate-agent costs. A transfer receipt does not replace an invoice or proof of eligible work. F24 is used for tax payments and, under its own rules, a credit resulting from a tax return; it does not replace the bonifico parlante used to pay a contractor.
Section 12
ENEA, building authorisations and compulsory notifications
Ecobonus normally requires ENEA filing within 90 days of completion or testing. Some Bonus Casa works also require energy data, but missing or late filings do not have identical consequences under the two schemes.
| Requirement | When needed | Evidence to keep |
|---|---|---|
| Building authorisation and compliance | Depending on the work and local rules: CILA, SCIA, permit or exempt work | Authorisation and filing receipt; allowed substitute declaration for exempt work, recording start date and eligible nature |
| Preliminary ASL safety notification | Before work starts where construction-site safety rules require it | Notification and evidence of submission |
| ENEA Ecobonus | Normally within 90 days of completion/testing, using the correct scheme and completion year | Submitted technical record, CPID code, submission date and receipt |
| ENEA Bonus Casa | For energy work and goods listed by ENEA, normally within 90 days | Bonus Casa submission and receipt |
| Seismic or energy certification | Where required, with its own filing procedures and deadlines | Professional reports, certifications, attachments and receipts |
Explicitly assign filing to the technician and request the receipt: a saved portal draft is not a submitted notification. ENEA filing does not legalise unauthorised building work or, by itself, certify tax eligibility.
Section 13
Records checklist: before, during and after work
Keep property title, authorisations, invoices, receipts, technical records and tax returns. Build the evidence before paying, not just when preparing the 730.
- Deed or other property title and cadastral details; registered lease/free-use agreement and owner's consent where required; evidence of cohabitation for a family member bearing the costs.
- Enhanced-rate evidence: ownership or qualifying right at the relevant date and main-home use by completion, supported by consistent records.
- Quotation and contract separating works and costs; authorisation or exempt-work documentation, start date and any ASL notification. For larger projects, also check applicable collective-agreement and SOA contractor-qualification obligations.
- Invoices, dedicated transfer receipts and other permitted payment records, any share annotations and certified garage construction costs.
- For common parts: resolution, allocation and administrator's certificate. For Ecobonus: technical data, permitted professional/supplier certifications, any required APE, cost compliance, ENEA record and CPID.
- For furniture: proof that qualifying renovation began first, detailed invoices, energy classes, payment receipts and any ENEA notification.
- A schedule of expenditure already claimed for the project, grants or reimbursements received, previous returns and instalments. Keep records throughout the claim period and until the applicable audit deadline for the final instalment has expired.
Section 14
Claiming through 730 or Redditi: ten instalments and tax capacity
Eligible 2026 costs normally enter the tax return filed in 2027; 2027 costs enter the return filed in 2028. Recovery depends on available tax liability, income limits and correct instalment reporting.
Illustration: €20,000 of fully eligible work
2026, enhanced 50%: €20,000 × 50% = €10,000, or €1,000 a year for 10 years.
2026, ordinary 36%: €7,200, or €720 a year for 10 years.
2027 under enacted law: enhanced 36% = €720 a year; ordinary 30% = €600 a year.
Assumes no grants, previous expenditure, income restrictions or insufficient tax capacity. This is not a refund promise; the 2027 rules may change.
Check the pre-filled return: a listed bank transfer does not establish every eligibility condition. Report the expenditure year, category, share and instalment number, cadastral details and other required information. Follow the instructions for the relevant year's form; this guide does not anticipate line numbers or deadlines in unpublished 2027/2028 forms.
For these ordinary building deductions, an annual instalment exceeding available IRPEF is not normally refunded or carried forward. Someone whose income is taxed solely under a substitute-tax regime, such as forfetario, must check whether they have other usable IRPEF. Specific tenant tax deductions follow different rules.
A credit actually resulting from a tax return can be refunded or used under the 730 or Redditi rules. This does not automatically turn a works invoice into a transferable tax credit. Do not assume invoice discounts or credit transfers are available for a new ordinary project; exceptions depend on specific conditions and transitional regimes.
Income above €75,000: the overall limit
For costs covered by the limits introduced from 2025, the overall allowance is a base of €14,000 for income above €75,000 and up to €100,000, or €8,000 above €100,000, multiplied by a family coefficient: 0.50 without dependent children; 0.70 with one; 0.85 with two; 1 with at least three or at least one child with a qualifying disability.
This limits total eligible expenditure, not the amount of tax relief. For multi-year work claims, the annual portion of expenditure counts; instalments for costs paid by the end of 2024 are excluded. Further exclusions apply, including for certain pre-2025 mortgages. From 2026, income above €200,000 also triggers a €440 reduction in specified relief, including non-medical 19% deductions. Ask a tax assistance centre (CAF) or adviser to calculate the combined effect.
On sale, remaining renovation instalments normally pass to the individual buyer unless otherwise agreed. On death, the heir's material and direct possession also matters. Ending a tenancy does not automatically cancel the tenant's accrued instalments. Do not apply these transfer rules indiscriminately to every incentive, particularly furniture.

Frequently asked questions
Future rates, tenants, furniture, payments and tax capacity: distinctions that prevent common mistakes.
Am I guaranteed 50% renovation relief in 2027?
No. At 31 October 2026, the legislated 2027 rates are 30% ordinary relief and 36% enhanced relief for owners or holders of qualifying rights in a main home who meet the conditions. The 2027 budget is still a bill: an announced extension is not an acquired entitlement. Check the final legislation before planning payments.
Can a tenant claim tax relief for work on their home?
Yes, if they bear eligible costs, have a lease registered by the required date, obtain the owner's consent and keep the correct records. Being a tenant or a borrower under a free-use agreement does not qualify for the main-home enhancement: the applicable rates are 36% in 2026 and the legislated 30% in 2027, subject to the other conditions.
Are prima casa and main residence the same?
No. Prima casa is purchase-tax relief with its own conditions. Enhanced relief for work requires ownership or a qualifying right in the property and the required main-home use. IMU exemption has separate rules again: do not transfer eligibility conditions automatically between benefits.
Has furniture relief already been extended to 2027 purchases?
The legislation checked on 31 October 2026 covers 2026 purchases: 50% on up to €5,000, in ten instalments, linked to eligible renovation started on or after 1 January 2025 and before buying the furniture. For new purchases in 2027, check whether an extension is finally enacted. Instalments for eligible purchases made in earlier years can continue later.
Can I pay for all eligible work by card?
No. Individuals outside a business normally need a bonifico parlante for renovation and Ecobonus: a dedicated bank or postal transfer stating the purpose, claimant's tax code and supplier's VAT number or tax code. Furniture can be paid for by bank transfer or debit/credit card; the special transfer is not compulsory. Cash and cheques do not qualify for furniture relief.
Does missing the ENEA notification always cancel relief?
The procedures differ. A missing or late energy notification under Bonus Casa does not, by itself, cancel relief, under resolution 46/E of 2019 referenced by the Revenue Agency. Do not apply that rule to Ecobonus: the normal deadline is 90 days after completion or testing. If late, promptly ask a professional whether the conditions for a remedy are met.
Will I receive 50% of the work's cost as a cash payment?
No. The relief reduces tax due through the required annual instalments. For these ordinary building incentives, an instalment you cannot use because your IRPEF liability is too low does not automatically become a refund and is not carried forward. A credit actually resulting from your tax return follows the separate 730 or Redditi rules.
Can I claim two incentives on the same invoice?
You cannot claim relief twice on the same cost. Different works may use different incentives if the conditions, costs and records can be separated. Renovation and seismic work may share a cap: do not automatically add two €96,000 allowances. Also check compatibility with grants reimbursing the work.
